"Every time I see someone filch a load of steaks from the supermarket, or jump through the Tube barriers without paying – the sort of routine law-breaking that happens so often now – my trust in the people around me is eroded. What is so corrosive about these petty misdemeanours is not the loss to supermarket shareholders, or even to train operators’ balance sheets, but the slow, progressive sense it creates in law-abiding observers that nothing matters that much, that nobody is following the rules, that there isn’t much worth defending. It’s a small step from there to asking the question: why should I follow the rules if nobody else is?"
