“Applying for electricity access is now incredibly convenient. Staff clearly explain the procedures, acceptance standards, and required documentation for the construction process—all in one go. The service is not only efficient but also delivered with genuine enthusiasm.” On May 16, during a client visit by the Discipline Inspection Commission (DIC) of the State Grid Zhenping Power Supply Company in Zhenping County, Nanyang City, Henan Province, a business representative shared their positive experience. This praise reflects a broader sentiment captured in the company’s initiative to optimize the local power supply business environment—and is a direct outcome of its comprehensive supervisory framework.

In response to national calls to improve the business environment, the State Grid Zhenping Power Supply Company has taken proactive and targeted action. Through robust oversight mechanisms, the company has injected strong “electric momentum” into local economic development. The company’s DIC pioneered a “discipline + service” supervision model, establishing collaborative links with various departments such as marketing and operations & maintenance. These joint teams conduct unscheduled field inspections at frontline service points. The inspection scope spans critical areas such as power supply quality, customer service at service windows, emergency repairs, complaint resolution, and electricity pricing policies. Since the beginning of this year, the company has carried out 18 specialized inspections of its power supply services, covering all 29 service centers across the county and major enterprise users. These inspections uncovered 23 issues, including non-standardized service processes and inadequate policy communication, all of which were promptly rectified—a 100% correction rate. By implementing a “Inspection–Feedback–Rectification–Improvement” closed-loop management mechanism, the company has achieved a 32% year-on-year reduction in customer complaints and raised service satisfaction to 98.6%. To ensure proper exercise of what is often referred to as “micro-power” by grassroots employees, the DIC has mandated the signing of 2025 Integrity Commitment Letter for Key Positions by all relevant staff—over 200 key positions in total. Additionally, eight anti-corruption awareness sessions have been held, guiding employees to self-assess against the terms of their commitment and to uphold professional integrity, thereby enhancing their resistance to corruption.

Looking ahead, the State Grid Zhenping Power Supply Company will continue to deepen its grassroots supervision efforts. By the end of the year, it aims to complete visits to all above-scale enterprises in the county and establish a “Business Environment Supervision Sentinel” mechanism. This will involve online reporting platforms and joint oversight with government disciplinary bodies to further reduce opportunities for rent-seeking. At the same time, the company will expand its “Power + Efficiency” service model, targeting the provision of integrated energy solutions to key local enterprises and supporting the county’s green and low-carbon economic transformation. As the company’s DIC head stated, “Supervision is not the endpoint, but the starting point for service optimization.
