阅历就是学历，年龄就是知识，人品就是文凭。

学历代表理论知识，阅历反映实践知识。阅历有时候比学历更重要。尤其是要注重提拔来自基层且有丰富阅历的干部。宰相必起于州部，猛将必发于卒伍。

不管学历高不高，还是阅历丰富不丰富，或是年龄大小，最终人品是灵魂。人品是提拔干部首先要考虑的因素。如何考察人品，需要重点看其实际业绩。这里是否具有奉献社会的突出业绩，是人品好不好的最显著标志。人品不好的人只关注自己的事，是不可能对社会有大贡献业绩的。这里人品也不能以善于拉关系为标准，也不能以善于说好话为标准，也不能以没有竞争心混日子为标准。乐于为人民服务，且有为人民服务的突出业绩，是好人品的最好证明。
