On the evening of May 25, the opening ceremony of the fourth Hunan Tourism Development Conference and the Cultural Tourism Promotion Conference were held in Yueyang City. Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, attended the opening ceremony and announced the start of the conference. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, presided over the ceremony. Mao Wanchun, chairman of the CPPCC Hunan Provincial Committee, was present at the ceremony. Zhang Xu, president of the World Tourism Alliance, delivered a speech. Prior to the opening ceremony, Shen Xiaoming and his entourage met with some guests attending the conference.

The Yueyang City Authority presented Yueyang's cultural tourism resources. A series of art performances were staged at the ceremony.
Prior to the conference, participants conducted field visits to major cultural tourism projects in Yueyang.
