On May 29, with the official grid connection of the 50 MW centralized photovoltaic project in Taihuyuan Town, Hangzhou Lin’an, the total installed photovoltaic capacity in Lin’an District reached 710.6 MW. Calculated based on the permanent population, the per capita installed capacity reached 1.1 kilowatts, making Lin’an the first district in Hangzhou to achieve the goal of “one kilowatt of photovoltaic per person”.

In 2021, Lin’an District took the lead in the province by formulating and issuing the district-level “14th Five-Year Plan” special development plan for photovoltaics, transforming the “Global One Kilowatt Photovoltaic per Person” initiative proposed by Tsinghua University’s Energy Transition Center into a specific development target of 650 MW.

According to the plan, Lin’an innovatively established a “four-in-one” working mechanism of “development and reform coordination + alliance autonomy + grid security + local collaboration,” integrating resources from 2 government departments, 18 towns and streets, 14 photovoltaic enterprises, and 26 industry experts, building a complete policy support, technical service, and operation management system. Simultaneously, the “Whole Town Photovoltaic” plan was promoted, creating contiguous photovoltaic demonstration areas in towns such as Tianmushan, Daoshi, and Longgang. Data shows that currently, more than 3,058 households in the district have installed photovoltaic power generation equipment. Some villagers, through the “roof leasing” model, not only received free roof renovations but also increased their annual income by several thousand yuan.

Over the past four years, the large-scale grid connection of distributed and centralized photovoltaics has brought significant challenges to the Lin’an power grid. Facing the challenge of large-scale new energy integration, State Grid Hangzhou Power Supply Company implemented a dual innovation of “technology + service.” In the construction of the 50 MW centralized photovoltaic project in Taihuyuan, the company for the first time applied industrial-grade drone lifting technology, improving mountain transportation efficiency by 2 times through the “air logistics channel” and reducing vegetation clearing area by 80%.

To ensure efficient new energy consumption, the company launched the household photovoltaic data aggregation and collection project, using secure encryption technology and aggregation entropy algorithms to break down professional barriers, achieving real-time monitoring of low-voltage photovoltaic data, and making the source end of the distribution network more transparent. Accelerating the construction of photovoltaic “four capabilities”, the company transformed the energy meters and terminals of existing and new users, achieving flexible and rigid control functions for photovoltaic users, and conducting phased adjustments to the power generation of photovoltaic users, thereby improving the voltage qualification rate index.

Now, with the achievement of the “one kilowatt of photovoltaic per person” goal, as the Fifth World Biosphere Reserve Conference is about to be held, Lin’an not only fulfilled the green commitment made to the world four years ago but also provided a“Chinese solution” for global county-level energy transition through systematic innovation. Looking to the future, Lin’an has new expectations—striving to achieve a cumulative photovoltaic installed capacity of 1 GW by the end of the“15th Five-Year Plan”.
