I have concerns that you have not fulfilled the requirement put upon you by section 16(1) of the Immigration and Refugee Protection Act, which states:
16(1) A person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.
Specifically, I am concerned you did not respond truthfully to all questions in your application including the following question:
Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country including USA?

从现在开始，凡是自己去加拿大和美国边境通过flagpole办理过学习许可，工作许可，陪读签VR，或者陪同其他人和家人去过flagpole的，在今后的申请中，必须提及这一事实。因为在系统里，美国和加拿大共享信息，无论你是主动不入境美国，还是被拒绝入境美国，记录的基本是一样的信息。因此，必须提及，否则可能被认为不如实提供信息而拒签。
第一：要写一个完整的自述，把前后几次的flagpole都写上，写清楚，告诉签证官，自己在申请表上没有足够的空间可以说明这些事实，所以现在借此机会把自己的几次的自己和陪同家人去往美国和加拿大边境办理相关的学习许可和工作许可等事情的时间和脉络都说一下，另外自己并无意入境美国，美国的海关已按照程序给予了相关的协助，并且签发了一个拒绝入境的单据。自己之前并不能够详细的专业的知道如何对待这些在边境的没有入境美国的行为，现在看来这些也属于被拒绝入境，因此现在详细的说一下。
由于在网申系统给予补料的只有一个端口，因此没有地方可以上传更新的申请表，所以我们建议申请人随后需要把申请表更新一下，在主表后面的背景调查部分尽量写的详细一些，但是也要简洁，因为那个备注的空间非常有限，然后同时一起上传一个简单的说明。两个文件作为附件发给加拿大移民部总部，这样即可做到主动的说明的责任和义务。
针对那些已经递交了申请，但是没有要求补充资料的，这个时候也需要做一个说明，这个说明是一个文件，然后也要把申请表主表更新一下，这个更新的申请表作为第二个文件，一起上传给加拿大移民部总部，这样的话就可以了。
具体的说明，可以这样写：

I answered No, in fact I shall answer with Yes, and the details are as the following:
I applied for study permit Online then got the study permit, via Flagpole.My daughter also applied online and got the approval for her application of study permit, and then I accompanied her to get the study permit via Flagpole.My husband applied for the work permit online and got the approval, and then I accompanied him to get the work permit via Flagpole.For each flagpole, we did not have the intent of entering into the USA, but the custom of the USA issued the Notice of Refusal of Admission and helped us to finish the relevant process.Some friends told me that this is also a “denied entry”, so I would like to clarify this issue.

对于那些即将递交签证申请的人，在背景调查的部分，我们希望一定要直接写明这些事实，被拒签的，在美加边境的事实，都要写上，否则可能会很麻烦。
还是要谨慎：
绝大部分签证官不会纠结于这一细节，但是最近发现了两个案例，引起我们的注意，因此希望未来的申请人都能够在每个申请当中注意这个问题，避免遇到麻烦。
