On the afternoon of January 10, the Fifth Session of the 16th Changsha Municipal People's Congress concluded at the Changsha People's Hall after completing all items on its agenda. Wu Guiying, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary of the CPC Changsha Municipal Committee, extended her warm congratulations on the successful convening of the meeting on behalf of the CPC Changsha Municipal Committee. It is hoped that the city's people's congresses at all levels and all deputies to the Changsha Municipal People's Congress will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, and thoroughly carry out President Xi Jinping's important speeches and instructions on the work of Hunan Province. They were expected to focus on the blueprint outlined in the "Three Hubs and Four New Missions" Strategy, focus on the direction of the "Three Promotions, Three Stabilizations and Three Improvements", work together and forge ahead to assume important responsibilities and tasks for the high-quality development of the province, strive to accomplish the goals and tasks during the 14th Five-Year Plan (2021-2025) period, and lay a solid foundation for achieving a good start for the 15th Five-Year Plan (2026-2030) period. 

The "Three Promotions, Three Stabilizations and Three Improvements" refers to promoting consumption expansion, promoting effective investment, and promoting integration of science and technology and industries; stabilizing the real estate market, stabilizing foreign trade, and stabilizing employment; and, improving the effectiveness of reform, improving integrated urban development at a faster pace, and improving people's livelihood.

On the afternoon of January 10, the Fifth Session of the 16th Changsha Municipal People's Congress concluded at the Changsha People's Hall after completing all items on its agenda. 

A total of 468 out of 493 deputies were present at the meeting, which reached a quorum.

The meeting's executive chairpersons were seated in the front row on the rostrum. They were Wu Guiying, Zhou Haibing, Tan Yong, Luo Zuanji, Xie Weidong, Wen Shuxun, Cao Zaixing, Li Ping, Li Weiqun, Zhang Nengfeng, Wang Yuhui, Zhang Baiyun, Yang Changjiang, and Miao Chenguang.

Seated at the rostrum were leaders including Chen Gang (CPPCC), He Zhaohui, Chen Xiangcheng, Yi Xiwen, Yuan Hankun, Du Yuanming, Yang Shunchu, Dong Xuesheng, Yuan Guanqing, Peng Huasong, Chen Peng, Zhang Min, Liu Hui, Zou Te, Xiao Zhengbo, Zhou Min, Gao Wenqi, Zhou Zhikai, Kang Zhenlin, Peng Tao, Zhou Chunhui, Peng Min'an, Chen Jianwen, Liu Jinwen, Chen Changjia, Huang Feng, Huang Liang, Li Shun, Yang Jun, Ma Yundong, Li Lixin, and Yu Xiangwen. All the members of the meeting's presidium were also present at the rostrum. The closing ceremony of the meeting was presided over by Cao Zaixing.

The meeting passed by vote a list of chairmen of individual special committees of the 16th Changsha Municipal People's Congress. The following resolutions made by the Fifth Session of the 16th Changsha Municipal People's Congress were approved:

1. Resolution on the government work report;

2. Resolution on the implementation of the national economic and social development plan of Changsha City in 2024 and the 2025 plan;

3. Resolution on the implementation of the 2024 budget of Changsha City and on the budget for 2025;

4. Resolution on the work report of the Standing Committee of the CPC Changsha Municipal People's Congress;

5. Resolution on the work report of the Changsha Intermediate People's Court; and,

6. Resolution on the work report of the Changsha People's Procuratorate.

A swearing-in ceremony was held at the meeting. Luo Zuanji, the newly elected director of the Standing Committee of the 16th Changsha Municipal People's Congress, members of the Standing Committee of the 16th Changsha Municipal People's Congress, and chairmen of the individual special committees of the 16th Changsha Municipal People's Congress, took an oath of allegiance to the Constitution.

The heads of the CPC Changsha Municipal Committee, the Standing Committee of the CPC Changsha Municipal People's Congress, relevant departments of the Changsha Municipal People's Government, the Changsha Intermediate People's Court, the Changsha People's Procuratorate, democratic parties, people's organizations, and relevant units attended the closing meeting.

The meeting concluded with the rendition of the national anthem.
