On January 15th, at the Guangzhou Government Service Hall, German Professor Anno Bernhard Dederichs from Sun Yat-sen University received Guangdong's first "certificate and card integration" physical card within 20 minutes. That day, foreign experts from Germany, Canada, the U.S., and Turkmenistan also received the first batch of such cards in Guangzhou, Shenzhen, Dongguan, and Zhuhai, respectively.

Since December 1st, 2024, China has integrated foreigner's work permits with social Security cards. By embedding work permit information into social security cards, both physical and digital, foreigners' work and life in China have become more convenient. This reform cuts down on certificate processing time and cost for foreigners, and enhances the effective connection between work permits, residence permits, and social insurance services.

Style of Physical Social Security Card for Foreigners Working in Guangdong Province

According to the staff in charge of the Expert Service Department of the Guangzhou Municipal Science and Technology Bureau (Guangzhou Foreign Experts Affairs Bureau), after implementing the policy, foreigners don't need to apply for a physical work permit. They can download the electronic social security card app on their mobile phone, register and log in with information like name, work permit or social security number, and after verification, obtain an electronic card with work permit information. The app offers services like viewing permit details, downloading notifications, and expiration reminders, negating the need to carry physical documents. For those with existing physical work permits, the "no change, no replacement" principle applies. When the existing work permit application is extended or changed, the new procedure of certificate and card integration will be followed.

In recent years, Guangdong, upholding openness and inclusiveness, has fostered a favorable talent development environment. Beyond fully implementing the foreigner's work permit and talent visa systems in China, it is also piloting work facilitation reforms, promoting recognition standards for "high-end and scarce" foreign talents, and encouraging more to innovate and start businesses in Guangdong. Next, Guangdong will enact more proactive, open, and effective talent policies, forming an internationally competitive talent system, creating a more friendly environment for foreign talents to work and live in Guangdong, and boosting international talent exchange and cooperation.

“老外”在粤工作生活实现“一卡通用”

1月15日，在广州政务服务大厅，德国籍中山大学教授戴安诺在不到20分钟内领取了广东省首批、广州市首张“证卡合一”的实体卡。同一天，来自德国、加拿大、美国和土库曼斯坦的外国专家分别在广州、深圳、东莞、珠海各地领到了首批实体卡。

自2024年12月1日起，我国正式实施外国人工作许可证与社会保障卡融合集成。通过将工作许可信息加载到社保卡里，依托实体社保卡和电子社保卡，外国人在国内工作生活更加顺畅。这一改革不仅减少了外国人的办证时间和成本，还加强了外国人工作许可、工作类居留许可以及社会保险等业务的有效衔接。

据广州市科学技术局（市外国专家局）专家服务处相关负责同志介绍，政策实施后，外国人无需再办理实体工作许可证，可通过手机下载电子社保卡APP，使用姓名、工作许可号码或社会保障号码等信息注册登录，经实名、实人核验后，领取加载工作许可信息的电子社保卡。通过该APP，外国人可享受查看许可信息、下载通知、到期提醒等服务，不再需要随身携带实体证件。已领取实体外国人工作许可证的，按照“不变不换”原则，待现有工作许可申请延期或变更时按照证卡融合集成新程序办理。

近年来，广东秉持开放包容的理念，持续营造良好的人才发展环境，在全面实施外国人来华工作许可制度和外国人才签证制度的基础上，开展工作便利化试点改革，推广外籍“高精尖缺”人才认定标准，促进更多外籍人才来粤创新创业。下一步，广东将实施更积极开放有效的人才政策，形成具有国际竞争力的人才制度体系，为外国人才在粤工作生活创造更友好便利的环境，促进国际人才交流与合作。
