Recently, the General Administration of Customs of the People's Republic of China issued Announcement No. 167 of 2024 (Announcement on Further Promoting the Development of Cross-border E-commerce Exports) to optimize cross-border e-commerce export regulatory measures and further promote its high-quality development.

According to the official news from the Chinese government website, the Announcement will come into force on December 15, 2024, including five major measures: cancel the filing of cross-border e-commerce export overseas warehouse enterprises, simplify the procedures for declaration of export documents, expand the pilot project of "checking before shipment" for exported Less than Container Load (LCL) goods, promote the cross-border e-commerce retail export cross-customs zone return supervision mode, and other matters.

Among them, the third measure will be carried out by Shanghai, Hangzhou, Ningbo, Xiamen, Qingdao, Zhengzhou, Wuhan, Changsha, Guangzhou, Huangpu, Chengdu, and Xi'an Customs. Allow cross-border e-commerce export goods to enter the customs supervision operation places (sites) in the form of bulk goods, undergo customs inspection first, and then be flexibly consolidated and shipped according to actual demand. Customs supervision operation places (sites) are required to establish real-time information collection systems for each link, realize full-process information management, and network with customs for real-time transmission of corresponding data.

The fourth measure will be piloted in Beijing, Tianjin, Dalian, Harbin, Shanghai, Nanjing, Hangzhou, Ningbo, Hefei, Fuzhou, Xiamen, Nanchang, Qingdao, Zhengzhou, Changsha, Guangzhou, Shenzhen, Huangpu, Chengdu, and Urumqi Customs. Allow cross-border e-commerce retail export (9610 Mode) returned goods to be returned across the directly subordinate customs areas, and the returned goods should be returned to the customs supervision operation places (sites) where the cross-border e-commerce retail export business is carried out.
