北欧时报专访全国政协委员韦朝晖：在AI时代，东博会为促进人工智能合作，给欧盟带来的合作机会

从北欧的冰雪之地到中国的首都北京，跨越万里的关注聚焦于此，展示了中国民主政治的生机与活力。两会不仅是国家治理的重要窗口，也是人民意愿的集中表达。代表委员们围绕经济、教育、医疗、环保等议题建言献策，力求让政策更贴近民心，让发展更有温度。

本报特派两会记者专访全国政协常委、中国—东盟博览会秘书处秘书长、广西国际博览事务局局长韦朝晖博士，就新时代东盟关切问答韦委员。

问：据中国海关统计，去年中国—东盟贸易额已近万亿美元，增长7.8%，中国—东盟博览会发挥着重要作用。在AI时代，东博会如何促进中国—东盟人工智能合作？给欧盟带来哪些合作机会？

答：去年，东博会为中国和东盟连续第5年互为最大贸易伙伴发挥了重要作用。今年第22届东博会将拥抱人工智能时代潮流，抢抓中国—东盟自贸区3.0版首次将数字经济纳入的重大机遇，加强与东盟国家在人工智能、数字经济领域交流合作，为双方互利合作注入新动能。

一是营造应用场景。随着中国—东盟合作持续走向深入，双方对AI加持的需求逐步增多，AI应用的场景十分丰富。今年我们将邀请跨境贸易投资、跨境电商、小语种翻译、职业教育、法律服务等垂直领域的AI专业大模型参加东博会，为中国和东盟国家相关领域合作营造“AI+”的应用场景，向东盟国家提供应用示范，增强双方合作的内生动力。

二是联手开发模型。中国在算力、算法等方面具有优势，东盟国家拥有本国的语料数据和覆盖众多人口的应用市场优势，双方联合开发AI大模型具有良好基础。今年我们将邀请AI头部企业、初创团队参加东博会，支持他们与东盟国家企业、院校等专业机构合作，共同开发AI大模型，共建共享AI开源开放社区，推动构建多层次多业态合作生态。

三是提高普惠能力。东盟国家互联网普及率从老挝的26%到新加坡的96%不等，发展参差不齐，存在“数字鸿沟”。今年东博会将邀请中国和东盟国家高校、青年科学家、初创团队以及相关领域高精尖人才集聚参会，加强双方在AI方面的人才培养合作，共同挖掘人工智能赋能可持续发展的潜力，共享智能红利；大力推广AI科普和专业知识，努力提高双方民众的AI素养和技能水平。

四是培育衍生产业。为构建中国—东盟AI产供链，释放AI作为新质生产力的红利，今年东博会不仅邀请芯片与算力、算法等AI核心产业的企业，而且邀请AI衍生产业的头部企业参展参会，如，消费电子、可穿戴设备、5G与通信终端区、北斗终端、无人机等等，可以说，衍生产业覆盖面广，商机多，我们将助力双方合作培育衍生产业，共同把AI产业链的“蛋糕”做大，把合作的清单拉长。

关于欧盟在其中机会，我认为欧盟在AI领域具有独特优势，包括有政府的支持政策，如欧盟已通过《人工智能法案》和《人工智能伦理公约》等法规；有雄厚的科研基础，欧盟在AI领域的研究起步较早，积累了深厚的算法和理论基础；有顶尖的专业人才，欧盟凭借优越的科研环境，吸引了全球众多优秀的AI人才。在中国—东盟AI合作的历史机遇面前，欧盟不容错过，可以采取第三方合作的模式积极参与，共享商机。

Nordic Chinese Times Exclusive Interview with CPPCC Member Wei Zhaohui:In the AI Era,the China-ASEAN Expo Fosters AI Cooperation and Creates Opportunities for the EU

From the Nordic lands,eyes turn to China as the Two Sessions unfold,showcasing the strength of women and amplifying the nation's voice on the global stage.The Third Session of the14th National People’s Congress(NPC)and the Third Session of the14th National Committee of the Chinese People’s Political Consultative Conference(CPPCC)are being held in Beijing,drawing global attention.Inside and outside the venues,over3,000domestic and international journalists capture the pulse of the times with their pens and cameras.More than5,000NPC deputies and CPPCC members shuttle between their residences and the Great Hall of the People,bearing the weight of their responsibilities and linking public opinion closely with national policy.Through proposals and motions,they articulate the voices of committee members clearly and thoroughly,reflecting societal concerns and shaping blueprints for development.Meanwhile,millions of ordinary citizens follow the Two Sessions in real time via television,the internet,newspapers,and other media,gaining insight into China’s policy directions and public welfare.

From the icy expanses of Northern Europe to China’s capital,Beijing,attention spans thousands of miles,spotlighting the vitality of Chinese democratic politics.The Two Sessions not only serve as a key window into national governance but also as a concentrated expression of the people’s will.Deputies and committee members offer suggestions on topics such as the economy,education,healthcare,and environmental protection,striving to align policies with public needs and infuse development with warmth.

Our newspaper dispatched a special correspondent to the Two Sessions to interview Dr.Wei Zhaohui,a CPPCC member and Director of the China-ASEAN Expo Bureau,addressing ASEAN’s concerns in the new era.

Q:According to Chinese customs statistics,China-ASEAN trade reached nearly$1trillion last year,growing by7.8%,with the China-ASEAN Expo(CAEXPO)playing a significant role.In the AI era,how does CAEXPO promote AI cooperation between China and ASEAN?What opportunities does this bring to the EU?

A:Last year,CAEXPO played a crucial role in ensuring that China and ASEAN remained each other’s largest trading partners for the fifth consecutive year.This year,the22nd CAEXPO will embrace the trend of the AI era,seizing the major opportunity presented by the inclusion of the digital economy in the China-ASEAN Free Trade Area(FTA)3.0for the first time.It will strengthen exchanges and cooperation with ASEAN countries in artificial intelligence and the digital economy,injecting new momentum into mutually beneficial collaboration.

First,we will create real-world application scenarios.As China-ASEAN cooperation deepens,the demand for AI support is growing,and the scenarios for AI application are abundant.This year,we will invite AI specialists from key vertical sectors such as cross-border trade and investment,e-commerce,small-language translation,vocational education,and legal services to participate in CAEXPO.This will foster“AI+”application scenarios for China-ASEAN cooperation,providing demonstration projects for ASEAN nations and strengthening collaboration.

Second,we will jointly develop AI models.China has advantages in computing power and algorithms,while ASEAN countries possess rich linguistic data and vast application markets.This creates a solid foundation for joint AI model development.This year,we will invite leading AI companies and startups to CAEXPO,encouraging collaboration with enterprises,universities,and professional institutions in ASEAN countries to co-develop AI large-scale models.Together,we will build an open-source AI community,fostering a multi-layered,multi-sector cooperative ecosystem.

Third,we will enhance inclusivity.Internet penetration in ASEAN countries varies widely—from26%in Laos to96%in Singapore—resulting in a“digital divide.”This year’s CAEXPO will bring together universities,young scientists,startups,and top talent from China and ASEAN to collaborate on AI talent development.We aim to unlock AI’s potential to empower sustainable development,share the dividends of intelligence,and promote AI literacy and skills among the public of both regions.

Fourth,we will nurture AI-driven industries.To build a China-ASEAN AI supply chain and unleash AI’s potential as a new quality productive force,this year’s CAEXPO will not only invite companies from core AI industries—such as chips,computing power,and algorithms—but also leading firms from AI-driven industries,including consumer electronics,wearable devices,5G and communication terminals,Beidou navigation terminals,drones,and more.With broad coverage and abundant business opportunities,we aim to cultivate AI-driven industries,expanding the“cake”of the AI industrial chain and increasing cooperation initiatives.

As for opportunities for the EU,I believe the EU has unique strengths in AI,including strong government policies—such as the EU’s Artificial Intelligence Act and Ethical AI Charter—and a robust research foundation,with early advancements and deep expertise in algorithms and theory.Additionally,the EU attracts top global AI talent due to its superior research environment.In this historic moment of China-ASEAN AI cooperation,the EU should not stand on the sidelines.It can actively participate through third-party cooperation models and seize the emerging business opportunities.
