一般而言，本性偏恶的腐败分子，会有索贿倾向，会有坑蒙拐骗倾向，不向其行贿，就是各方面条件都符合规定，可能都还要设卡难为人，让人送礼，甚至送了礼，也不给别人办事。这类腐败分子是最可恶的，需要严厉惩罚。
而本性偏善的腐败分子，不会有索贿倾向，不会坑蒙拐骗，只要办事的人各方面条件都符合规定，不会难为人，会正常办理，而且也乐于助人。但问题是，有些人为了个人私利，需要领导违规办理，这就有可能这些人会有行贿倾向，并给这些善良的官员送礼。而善良的人一般也心软，也容易相信别人也善良，再说了，拿了人家的东西，总觉不回报心里有亏欠，这就容易给别人办违规的事情，最终导致违法犯罪。这类腐败分子之所以腐败可以说主要原因是因自己的善良而被别人所利用，最终让自己吃了大亏。所以，善良的人，尤其是善良的领导，一定要高度警惕，要特别注意保护好自己，切忌成为恶人利用的工具，最终毁了自己。对于这种类型的腐败问题，法律对行贿的人也要严厉处罚。
总之，从人性角度看，腐败分子中有本性善的人，也有本性恶的人，不能认为腐败分子都本性恶。人性是复杂的，分析人性不能简单化。
有时候恶人反而狡猾，干了坏事反而不容易被抓住，这也许是生存进化的结果。因为恶人不狡猾，其生存的概率必然很低，因为社会是不喜欢恶人的。最终进化淘汰的结果，留下的恶人都是特狡猾的，都是善于伪装和善于保护自己的。所以，善良的人一定要高度警惕，不要让善良成为恶的工具。
由此，提拔领导干部，既要考虑一个人的品性是否善良问题，还要考虑其是否具有智慧的问题。要重点提拔善良而有智慧的人当领导。不然只有善良而缺乏智慧的人当领导，对社会而言，未必是福利。
