It is a pleasure to gather with all of you here in peaceful Boao to discuss the future of Asia and the great changes now underway in the world.
Since the start of the year, the global situation has undergone significant changes, with political, security, economic and technological factors intertwining and interacting in complex ways. The international order is facing unprecedented challenges, and instability and uncertainty are on the rise. This year will be a crucial period in which all parties must navigate these challenges and pursue transformation.
Amid these global changes, shaping the future of Asia has become a major and urgent task for Asian countries.
First, Asian countries need to collaborate in promoting peaceful development and advancing a fair and orderly multipolar world. Asia should actively encourage all parties involved in conflicts to engage in peace talks, cease hostilities, and restore harmony. By carrying forward the “Bandung Spirit,” Asia should adhere to consultation and dialogue, resolve international disputes peacefully through political means, and act as a guardian of collective security. It should work with the international community to find common ground on security and cooperate under the leadership of the United Nations to rebuild the international security order, ensuring equality among nations and shared development.
Second, Asian countries must seize the opportunities of a new industrial revolution and accelerate modernization. Digital technology, AI, and green technologies such as clean energy are driving a new wave of technological and industrial transformation worldwide. Benefiting from their large populations, late-mover advantages, and institutional innovations, many Asian countries are already taking the lead in the digital and green economies. Asia needs to increase investment in digital technology and AI applications, as well as international cooperation in these areas, to empower sustainable development with new productive forces. Asia has become both a driver and beneficiary of the global green transition. Countries across the continent can leverage their combined strengths in capital, technology, production capacity, and markets to establish a green energy industry chain and develop medium- to long-term green investment partnerships.
Third, Asian countries need to actively promote regional economic integration and shape an inclusive and beneficial form of economic globalization. They must jointly oppose unilateralism and trade protectionism and must uphold genuine multilateralism. Efforts should be made to eliminate trade barriers, facilitate the free flow of resources, promote digital trade and trade in services, strengthen infrastructure connectivity, and lay a solid foundation for regional economic integration. Further implementation and expansion of free trade agreements such as the Regional Comprehensive Economic Partnership and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership should be pursued to reshape multilateral trade systems, injecting new momentum into the rebalancing of globalization.
Fourth, Asian countries must leverage their human capital advantages to become an inexhaustible driving force for a shared future. Asia needs to transform its vast population into a strong human capital advantage, harnessing the creativity of young people, cultivating a future-oriented and adaptable workforce, and enhancing labor productivity across the continent. At the same time, the challenges brought by aging populations should be transformed into new drivers of development to improve the cultivation and utilization of human resources.
This is the final year of China’s 14th Five-Year Plan, during which China’s modernization will take significant new steps. The country will further deepen comprehensive reforms and expand high-level opening-up. It will implement more proactive fiscal policies and moderately loose monetary policies to boost consumption, enhance investment efficiency, and expand domestic demand in all aspects. China will continue to advance reforms in key sectors, foster a fairer and more dynamic market environment, promote the growth of the private economy, and invigorate various market entities. Institutional opening-up will be steadily expanded, with an orderly increase in unilateral and independent opening-up measures, using openness to drive reform and development. With responsibility and courage, China is responding to global expectations and continues to bring the world certainty and stability.
The Boao Forum for Asia, which is rooted in Asia yet possesses a global outlook, fosters cooperation and offers guidance as a high-level platform for international dialogue and collaboration. The forum’s annual conference will focus on Asian cooperation in a changing world, partnering with all stakeholders to attain sustainable development and counteracting the challenges to globalization through regional economic integration. It hopes to establish a clear trajectory and enhance mutual trust. We anticipate finding Asian solutions together, enhancing Asian voices, and collectively building a community with a shared future for Asia and all of humanity.
