Guangdong possesses five key advantages for developing its digital creative industry.

First, it benefits from the strategic opportunities of building the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). As home to the Shenzhen Pilot Demonstration Zone and major cooperation platforms such as Hengqin, Qianhai, Nansha, and Hetao, Guangdong boasts a high concentration of national-level research hubs and top-tier talent, providing a solid foundation and strategic support for cultural development.
the Guangzhou National Archives of Publications
Second, it enjoys a rich Lingnan cultural heritage. In recent years, Guangdong has established cultural landmarks such as the Guangzhou National Archives of Publications and Culture and the Bai'etan Greater Bay Area Art Center. The province has compiled important literary works, including the ''Lingnan Collection'' and ''Lingnan Cultural Dictionary,'' and driven systemic reforms in mainstream media through Two Platforms (Nanfang Plus and GDToday) and One Cloud (Nanfang Smart Media Cloud). For 21 consecutive years, the added value of Guangdong's cultural industry has led China.

Third, it boasts strong market vitality. With a permanent population of 127 million and a real-time population of 150 million, Guangdong is home to over 19 million business entities. In 2024, per capita spending on education, culture, and entertainment grew by 12% year-on-year, total box office revenue exceeded 5.2 billion yuan, and cultural consumption demand remained robust.

Fourth, it has formidable technological innovation capabilities. In 2024, Guangdong's R&D expenses reached approximately 510 billion yuan, with an R&D intensity of 3.6%. The province has ranked first in regional innovation capacity nationwide for eight consecutive years and is home to nearly 80,000 high-tech enterprises and numerous leading technology firms, providing strong momentum for development.
Yangcheng Creative Industry Park
Fifth, it benefits from an open economic landscape. With its proximity to Hong Kong and Macao and extensive land, sea, and air transportation networks, Guangdong serves as a key hub connecting China and international markets. The province leads the country in foreign trade and exports, with total import and export value surpassing 9 trillion yuan in 2024. Its service trade and digital trade volumes exceeded 1.3 trillion yuan and 700 billion yuan, respectively, solidifying its role as a vital gateway for China's cultural exports.
To accelerate the high-quality development of the digital creative industry, Guangdong will implement "five key measures."
First, the province will roll out a series of supportive policies. It will refine policy frameworks for key sectors such as gaming and animation, film and television production, creative design, and modern performing arts, streamlining approval processes and increasing financial support. Special funds, including those for literary and artistic talent development and the provincial film fund, will be integrated to support enterprises. Events like the Greater Bay Area Cultural Investment Conference will be held to attract patient capital and nurture promising ideas and businesses.
Yangcheng Creative Industry Park
Second, Guangdong will foster industrial clusters. KeYun Road, located west of the Yangcheng Creative Industry Park, is known as "China's No.1 Gaming Street," where nearly 150 gaming enterprises above designated size generate an industry ecosystem worth hundreds of billions of yuan. This area has nurtured major companies like NetEase and 37 Interactive Entertainment, showcasing the power of industrial clustering. Guangdong plans to develop high-standard digital creative industry parks, attract more top-tier cultural and technology firms, and establish an ecosystem where leading enterprises drive supply chain collaboration. These efforts will upgrade industrial parks into vibrant hubs that are ideal for culture, business, tourism, and residence.
Lingnan Cultural Big Data Center
Third, the province will tap into its rich Lingnan cultural resources. The Yangcheng Evening News Group will spearhead the development of a Lingnan Cultural Big Data Center and a Lingnan Cultural Large Model, promoting the digitization of cultural assets such as historical relics, ancient texts, and intangible heritage. A system for transforming Lingnan cultural intellectual property (IP) into market-ready products will be established to enhance both cultural and economic value. Additionally, cultural big data will be leveraged to support "the High-Quality Development Project for Counties, Towns, and Villages," fostering integrated urban-rural cultural progress and county economic development and contributing to rural revitalization and cultural inclusiveness.
Fourth, Guangdong will actively attract global cultural talents. Riding the momentum of the ''Millions of Gather in Guangdong'' initiative, the province will implement innovative programs like the "Guangdong Special Support Plan" to recruit and cultivate leading innovators and outstanding young talents. More professionals with expertise in culture, creativity, and industry will be encouraged to work and develop their careers in Guangdong. Fifth, the province will strengthen breakthroughs in key technologies. Guangdong is seizing opportunities in artificial intelligence (AI) and robotics, having recently introduced 12 new support measures. Collaboration between cultural institutions, universities, and internet firms is accelerating, leading to the establishment of AI labs and large-scale AI models. The province has already approved 45 generative AI services. A major push for the "AI+Culture" initiative is underway, with a series of new major projects planned for the upcoming 15th Five-Year Plan period. Guangdong aims to accelerate AI-driven cultural innovation and development, positioning itself at the forefront of this rapidly evolving sector.
