2025年3月29日,美国公共行政学会(ASPA)华人公共行政分会(SCPA)在华盛顿特区五月花酒店召开年度会议,并颁发各类奖项。清华大学公共管理学院院长朱旭峰教授获得2025年度马克·霍哲卓越导师奖(Marc Holzer Excellence in Mentorship Award),霍哲教授亲临现场颁奖并致辞。
马克·霍哲卓越导师奖以国际著名公共管理专家马克·霍哲(Marc Holzer)命名,每年颁发一次。霍哲博士现任萨福克大学(Suffolk University)杰出研究教授,是SCPA的创始主席,致力于公共事务教育,尤其是博士生培养。他是罗格斯大学纽瓦克分校(Rutgers University–Newark)公共事务与管理学院(SPAA)的创始院长,2006年至2016年担任院长,2017年担任名誉院长。
该奖项旨在表彰为SCPA会员及其他会员(尤其是过去和现在的博士生)提供卓越指导的教师,优先考虑由多名SCPA会员联合提名的候选人。在过去几年,多位备受尊敬的公共管理学者获得该奖项。比如,2022年的获奖人是美国佐治亚大学(University of Georgia)公共与国际事务学院名誉院长、公共行政与政策荣休教授托马斯·劳特(Thomas P. Lauth),2024年的获奖人是美国佛罗里达州立大学(Florida State University)公共管理与政策学院的荣休教授弗朗西斯·贝瑞(Frances Berry)。

尊敬的Marc Holzer教授、SCPA分会同仁,
大家好,非常荣幸今天能够获得The Marc Holzer Excellence in Mentorship Award这个奖项。在此,请允许我向Marc Holzer教授、SCPA组委会和提名我的学生们表示感谢。这份荣誉不仅是对个人导师生涯的肯定,更是对中国公共管理学科蓬勃发展的见证。
今年是我成为老师的第20年,我培养的10余位毕业生已在国内外高校中担任教职,也有多位毕业生前往公共部门任职。在执教生涯中,我很欣慰看到我的学生们将公共政策理论与中国治理实践深度交融,从公共政策理论的底层逻辑出发,在现实的治理场景中理解中国治理、实现理论突破。我始终相信:欣欣向荣的中国公共管理实践能够培育出贡献世界理论的优秀学者。中国正在经历的数字化转型与社会治理变革,为公共管理研究提供了独特的理论实验室——从算法治理的伦理边界到环境治理的制度创新,每个实践难题都是理论突破的契机。正是这种“实践驱动理论”的独特情境,使得中国的研究者们天然站在了学科和理论发展的最前沿。我也鼓励学生们致力于以学术研究服务中国公共管理的现代化、公共决策的科学化民主化,推动各国公共管理实践的理解与互鉴。
在人才培养中,我始终秉持三个原则:第一,立足公共管理实践,以理论为导向,帮助学生锚定既有理论空白又有实践价值的“真问题”;第二,塑造学生国际视野,要求学术究必须建立在对中外文献的系统性批判之上,鼓励学生参加国际会议和出国访学,在交流和互动中向世界讲述中国故事;第三,鼓励学生秉持坐冷板凳的学术定力,学术是一条漫长和孤独的道路,唯有勤奋、坚持和在挫折中勇往直前,才能有所收获和成长。令我欣慰的是,这些年轻学者正在用扎实的研究重构一般性理论框架,推动自主知识体系,传播中国声音,他们的研究也发表在国内外前沿的学术期刊上。
当前,中国公共管理实践与学术研究正以前所未有的开放姿态与世界交流互动。我们看到,中国政策试点与创新的治理经验引发全球讨论,脱贫攻坚中形成的中国经验为全球脱贫实践提供了治理范本。这些实践富矿期待更多国际学者共同开掘。在此,请允许我向马克·霍哲教授致以敬意,向持续推动中美学术对话的ASPA、SCPA同仁表达衷心感谢。同时,我诚挚倡议:让我们建立更紧密的学术共同体,共同促进年轻学者的培养和公共管理学科的发展。

Respected Professor Marc Holzer, esteemed colleagues of the SCPA Section and honored guests,
Good day!
It is my great honor to receive The Marc Holzer Excellence in Mentorship Award today. Please allow me to express my deepest gratitude to Professor Marc Holzer, SCPA committee, and the students who nominated me for this award. This honor not only recognizes my journey as a supervisor but also serves as a witness to the vigorous development of the practice and research of public administration in China.
This year marks my 20th year as a teacher. Till now, more than 10 of my students have taken up teaching positions in universities both at home and abroad, and several graduates are working in the public sector now. Throughout my teaching career, I take pride in my students whose research is deeply rooted in public policy theory and China's governance practices, through which they understand China in real-world governance contexts and make theoretical breakthroughs. I firmly believe that China’s thriving practice in public administration will nurture scholars capable of advancing global theoretical frontiers. The digital transformation and social governance reforms in China have created an unparalleled laboratory for public administration research. Whether navigating ethical dilemmas in algorithmic governance or pioneering institutional innovations in environmental governance, each practical challenge presents opportunities for theoretical breakthroughs. This “practice-driven-theory” context makes Chinese scholars stand at the forefront of the development of PA disciplines. Meanwhile, I also encourage my students to dedicate themselves to serving for the modernization of China's public administration and the scientific and democratic public decision-making through academic research, and to promote mutual understanding and learning among public management practices across countries.
In student cultivation, I uphold three principles. First, I require students to ground their research in practices of public administration and be theory-oriented at the same time. I will help students to identify research questions that bridge academic voids and practical demands. Second, to shape students’ international vision, I insist that academic research must be based on both Chinese and global wisdom. I encourage students to attend international conferences and exchange abroad, where they can interact and learn from scholars worldwide and spread Chinese stories to the world. Third, I encourage students to cultivate the perseverance required for academic research. Academia is a long and often lonely journey, and only through diligence, persistence, and the courage to push forward in the face of setbacks can one achieve growth and accomplishments. I am pleased that these young scholars are using solid research to reconstruct the general theoretical framework, promote indigenous knowledge system, and spread the voice of China, and their research is also published in prestigious journals worldwide.
At present, China's public administration practice and academic research are interacting with the world in unprecedented openness. We observe with enthusiasm how our policy pilot mechanisms and governance innovations spark international discourse while poverty alleviation achievements offer replicable models for global development. These rich empirical resources invite collaborative exploration.
Here, let me express my gratitude to Professor Holzer and SCPA colleagues for fostering Chinese-American academic dialogue. I sincerely propose that we establish a closer academic community and jointly promote the cultivation of young scholars and the development of public administration.
