Faced with resource constraints in terms of funding, talent, technology, etc., they are the main beneficiaries and promoters of innovation in information construction models.

2. 信息化建设（information construction ）

信息化建设是指企业通过引入信息技术（如互联网、大数据、云计算等）优化管理流程、提升效率和竞争力的过程。信息化建设对中小企业的意义在于增强市场竞争力和业务拓展能力。不同的信息化建设模式适应于企业不同的需求和资源条件，而 SaaS 模式是其中的一种新兴选择。

Information construction refers to the process in which enterprises optimize management processes, improve efficiency and competitiveness by introducing information technology (such as the Internet, big data, cloud computing, etc.). The significance of information technology construction for small and medium-sized enterprises lies in enhancing their market competitiveness and business expansion capabilities. Different information construction models are suitable for different needs and resource conditions of enterprises, and SaaS model is an emerging choice among them.

3. SaaS 模式（SaaS model）

SaaS是一种基于云计算的软件服务模式，企业通过互联网按需获取软件应用服务，无需购买和维护本地硬件或软件设施。SaaS 模式针对中小企业的需求，提供低成本、易维护的解决方案。其优势在于按需使用和高效部署，但实际应用中仍需克服一些实施和适应性问题。

SaaS is a software service model based on cloud computing. Enterprises can obtain software application services on demand through the Internet without purchasing and maintaining local hardware or software facilities. The SaaS model provides low-cost and easy to maintain solutions tailored to the needs of small and medium-sized enterprises. Its advantages lie in on-demand use and efficient deployment, but in practical applications, some implementation and adaptability issues still need to be overcome.

4. IT 外包（IT outsourcing）

IT 外包是指企业将信息技术相关的部分或全部工作交由第三方服务提供商完成，从而专注于核心业务或降低成本的一种管理策略。IT 外包与 SaaS 模式密切相关，SaaS 可被视为一种特定形式的 IT 外包。通过外包，企业可以减少 IT 基础设施投入，将技术实施和维护的责任转移给供应商。

IT outsourcing refers to a management strategy in which enterprises outsource some or all of their information technology related work to third-party service providers, in order to focus on core business or reduce costs. IT outsourcing is closely related to the SaaS model, and SaaS can be seen as a specific form of IT outsourcing. Through outsourcing, companies can reduce their IT infrastructure investment and transfer responsibility for technology implementation and maintenance to suppliers.

5. 供应商选择（Supplier selection）

供应商选择是指企业根据自身需求，从众多服务提供商中筛选并确定合作伙伴的过程，涉及评估供应商的产品、服务质量、价格和信任度等多个因素。对于中小企业来说，供应商选择是 SaaS 模式成功实施的关键环节。需要综合考虑成本、技术支持、数据安全性和服务可靠性等因素，以找到最符合企业需求的 SaaS 供应商。

Supplier selection refers to the process in which an enterprise selects and determines partners from numerous service providers based on its own needs, involving multiple factors such as evaluating the supplier's products, service quality, price, and trustworthiness. For small and medium-sized enterprises, supplier selection is a key step in the successful implementation of SaaS models. It is necessary to comprehensively consider factors such as cost, technical support, data security, and service reliability to find the SaaS provider that best meets the needs of the enterprise.
