Abstract:There are compelling reasons in developing countries to evaluate public projects, programmes, and policies using cost -benefit analysis to ensure that a socially optimal choice is undertaken. However, the conduct of cost -benefit analysis in developing countries is often fraught with many difficulties and complexities and may require a different approach from standard textbook. There are differing labour, goods, and financial markets in developing countries, and hence their implications for valuations including the use of the value of statistical life estimates in cost -benefit analysis remains an important challenge. The relevance of behavioural economics affecting cost -benefit analysis is also discussed which in turn affects challenges in valuation methodologies leading to perhaps a need for some qualitative analysis such as the pairwise comparison methods. The use of benefit transfers to overcome the lack of indigenous studies warrants attention and, in many cases, highly suspect. The issue of consideration for income inequality in public projects is another particularly significant for developing countries . The Talk concludes with some limitations in cost -benefit analysis.

Professor Euston Quahis the Albert Winsemius Chair Professor of Economics and Professor of Cost -Benefit Analysis and Environment at NTU. He was Chair of the School of Humanities and Social Sciences at NTU, formerly Vice Dean of the Faculty of Arts and Social Sciences at NUS, and the only person who had headed both economics departments at NUS and NTU. A prolific writer, he has published over a dozen academic books, and over a hundred articles in journals, and media outlets. In addition to being the Editor of the Singapore Economic Review, and President of the Economic Society of Singapore, Professor Quah is also a Member of the Social Sciences Research Council of Singapore and has been an advisor and board member to many government ministries, including Competition and Consumer Commission of Singapore, international agencies such as Canadian International Development Agency, World Bank, and Asian Development Bank, and private organisations as Genting International and Takeda His work has received good reviews in the Journal of Economic Literature, Economic Journal, Journal of Labour Economics, and was selected for inclusion by the International Library on Critical Writings in Economics in the UK.
柯仲佑（Euston Quah）教授现任新加坡南洋理工大学阿尔伯特·魏森梅斯（Albert Winsemius）经济学讲席教授、经济增长中心主任。他曾担任该校经济学部主任长达15年，带领该学部由籍籍无名逐步发展为享誉世界的学术平台，并使其在全球排名中稳居前50名。
在南洋理工大学执教生涯中，柯教授还先后担任该校人文与社会科学学院院长、可持续地球办公室副主席、校政策参议委员会主席及教学委员会成员等多个高级领导职务。此前，他亦曾任新加坡国立大学文学院副院长、该校公共政策项目（即李光耀公共政策学院前身）副主任、高级研究中心副主任及经济系主任。他也是迄今为止唯一一位曾先后领衔新加坡两所顶尖大学经济系的学者。
柯教授认为，经济学应紧密回应社会发展需求。他长期担任新加坡多部委及海外机构的顾问，曾为亚洲开发银行的马尼拉总部与东京研究所、世界银行，以及加拿大国际发展研究中心和加拿大国际发展署等机构提供专业建议。他也曾任比尔及梅琳达·盖茨基金会伦敦海外发展研究所的评审小组成员，并在新加坡先后出任东南亚研究所理事、能源市场管理局董事、国大能源研究院理事及竞争与消费者委员会委员。目前，他是新加坡能源市场公司监察与合规委员会委员，并自2016年社会科学研究理事会成立伊始便任理事，同时担任新加坡医学委员会申诉委员会委员，并在过去十年间担任医学伦理委员会成员。他曾在云顶国际集团、普华永道会计师事务所及日本武田制药担任咨询顾问。
作为一位著作颇丰且广受引用的学者，柯教授已在国际权威期刊发表论文逾100篇，并在主流媒体撰写多篇评论文章，出版著作超过20本，合作出版社包括Routledge、McGraw-Hill、Edward Elgar、Springer Nature、Prentice-Hall、Cengage（原Thomson，USA）及World Scientific。他关于家庭生产价值评估和测算的系列研究，被英国《国际经济学批判著作》丛书系列（The International Library of Critical Writings in Economics）选录，并在Journal of Economic Literature、Economic Journal、Journal of Labour Economics等顶级期刊上获得高度评价。
柯教授与格里高利·曼昆（N. Gregory Mankiw）合著的《经济学原理（亚洲版）》（Principles of Economics，现已出版至2021年第3版）是全球畅销的经典教材，与E. J. 米香（E. J. Mishan）合著的国际知名著作《成本效益分析》（Cost-Benefit Analysis，2021年出版第6版）被美国白宫管理和预算办公室暨美国交通部列为资助拨款的参考书目。此外，他还身兼《新加坡经济评论》（The Singapore
Economic Review，SSCI收录）主编、新加坡经济学会会长及欧洲科学院院士等职务，并于Google Scholar学术资料库中被列为全球成本效益分析领域被引次数最高的前10位经济学家之一。2020年，他应邀在美国成本效益分析学会年会上作主旨演讲。
柯教授多次受邀在世界顶尖学府及国际机构发表主题演讲与重要报告，包括哥伦比亚大学（地球研究所）、普林斯顿大学、浙江大学、复旦大学、神户大学、京都大学、名古屋大学、高丽大学、首尔国立大学、台湾政治大学及亚洲开发银行研究所等。他也荣膺多项国际荣誉称号，如浙江大学恒逸讲席教授、胡志明市经济大学杰出学者、文莱大学特聘访问教授、首位日本日立奖学基金会“小井学者”、槟城研究院杰出学者等。近期，他以压倒性票数获评国际工程与技术研究院（IETI）杰出学者，以表彰其在社会科学领域的卓越、严谨、深刻且富有创新的贡献。在东南亚，他亦曾任马来亚大学经济学院外部评审，并在新加坡国家研究基金会资助下作为共同首席研究员参与了和苏黎世联邦理工学院和慕尼黑工业大学的合作项目。
南洋理工大学于2019年授予柯教授“阿尔伯特·魏森梅斯经济学讲席教授”称号，以表彰其对学校及社会作出的卓越贡献。2021年，适逢南洋理工大学建校30周年，柯教授所著《新加坡2065》一书被选入校庆纪念册与成就展览。该书亦被新加坡政府及公众选为50项标志性展品之一封存于滨海湾花园的时间胶囊中，将于2065年新加坡建国百年之际启封。2020年，新加坡国家授勋典礼上，柯教授获颁公共行政奖章（银），以表彰其对新加坡国家建设及南洋理工大学发展的卓越贡献。
