栽好梧桐树，自有凤凰来。5月10日，郑州花园路万达坊青年人才专场招聘会现场人头攒动，线上线下167家企业集中“招兵买马”，吸引近千名求职者到场应聘。这一幕是郑州市深化人才服务创新、构建多层次人才生态圈的生动缩影。

Zhengzhou has sharpened its focus on achieving high-quality growth, high-level opening-up, high-quality living, and high-efficiency governance, while simultaneously striving to be at the forefront of integrating into the new development paradigm and national unified market; deepening reforms and fostering entrepreneurship, innovation, and creativity; advancing integrated urban-rural development and comprehensive rural revitalization; and ensuring ecological security and promoting harmonious coexistence between humanity and nature. Central to this strategy is a commitment to youth development. The city has prioritized youth initiatives, embedding the principle of "youth-first development" into all facets of its economic and social progress. By actively implementing innovation-driven strategies, prioritizing science and education, and bolstering its talent pool, Zhengzhou is establishing itself as a model city for youth-friendly development. The goal is to provide young people in Zhengzhou with access to robust entrepreneurial platforms, support for innovative endeavors, secure employment prospects, a warm and inclusive living environment, and a clear pathway for future growth. This commitment is encapsulated in the mutually beneficial relationship of "Zhengzhou loves its youth, and youth love Zhengzhou," a clear indicator of the city's dynamic growth and attractiveness to young talent.

近年来，郑州聚焦“四高四争先”，把青年事业摆在突出位置，把“青年优先发展”理念融入经济社会发展各方面，大力实施创新驱动、科教兴市、人才强市战略行动，全面打造青年发展友好型标杆城市，努力让广大青年在郑州“创业有平台、创新有支持、就业有保障、生活有温度、发展有预期”，“郑州爱青年、青年爱郑州”就是郑州发展的真实写照。

While job fairs act as the initial point of contact, it is a robust and systematic talent development strategy that truly anchors talent to the city. The ongoing "Zhengzhou Talent Gathering Plan" has yielded impressive results, illustrating the city's growing appeal. In the first quarter alone, 53 talent recruitment events were held, resulting in 56,000 intent-to-hire agreements and the successful recruitment of nearly 30,000 highly-skilled individuals. Behind these striking figures lies a comprehensive talent development system that provides full life-cycle support, encompassing employment services, entrepreneurial support, and skills enhancement programs.

如果说招聘会是引才的“前哨站”，那么系统化的人才工程则是留才的“强保障”。随着“郑聚英才计划”的全面推进，一组组亮眼数据勾勒出人才集聚的加速度：今年一季度开展引才活动53场，达成就业意向5.6万人，引进重点人才近3万......这些数字背后，是覆盖就业服务、创业扶持、技能提升的全周期培养体系在持续发力。

While strengthening its local talent pool, Zhengzhou is also setting its sights on the global stage. The recently implemented Measures for the Introduction of Foreign Experts and the Internationalization of Talent Training in Zhengzhououtlines a four-pronged approach: establishing foreign expert studios, facilitating high-end foreign expert technical collaborations, promoting international exchanges for high-level foreign talent, and cultivating international perspectives among young and middle-aged professionals. This dual-pronged approach aims to attract top-tier international talent to address technical bottlenecks while providing promising individuals with opportunities for advanced studies abroad, thereby fostering a dynamic system for international talent attraction and development.

在夯实本地人才基础的同时，郑州也将目光投向全球舞台。此前出台的《郑州市引进外国专家及人才国际化培养项目实施办法》明确，将实施外国专家工作室、高端外国专家技术合作、外籍高层次人才国际交流、中青年人才国际化培养四类项目，柔性引进国外高层次人才解决技术难题，选拔优秀中青年人才赴境外学习进修，构建国际人才引进和培育的双轮体系。

Zhengzhou understands that the ultimate goal of talent acquisition is to drive industrial development. To meet the urgent talent needs arising from industrial upgrading, the city is deeply integrating talent recruitment and cultivation with industrial advancement, pursuing a dual strategy of attracting talent and fostering an environment conducive to talent development. Zhengzhou continues to refine its talent policies, implementing tailored recruitment strategies—"case-by-case" considerations—and fostering the development of young scientific and technological talent. These efforts include attracting top-tier talent and appointing prominent academics, such as Professor Shi Yigong, as special advisors for the development of Zhengzhou as a National Central City. This targeted approach aims to recruit leading experts in key fields.

人才引进的最终目的是推动产业发展，郑州深谙此道。面对产业升级带来的迫切人才需求，郑州选择将产业升级与人才引育深度融合，坚持“筑巢引凤”与“引凤筑巢”并举。郑州市持续推动人才政策迭代升级，先后制定“一事一议”引才、青年科技人才培养等配套政策，持续引进顶尖人才，聘任施一公等院士专家为郑州市“国家中心城市特聘顾问”，精准靶向引进一流领军人才。

Zhengzhou is prioritizing talent as the primary driver of development, embracing a synergistic approach where industry attracts talent and talent fuels industry. This "industry-talent integration" strategy is driving the deep fusion of industrial and talent value chains. Focusing on key sectors like intelligent terminals, automotive manufacturing, and artificial intelligence, Zhengzhou is strengthening and extending these industrial chains, creating a dynamic where industry attracts talent, talent propels industry, and their synergy fuels overall economic growth.

以人才第一资源激活发展第一动能，这种“以产聚才、以才兴产”的逻辑背后，是郑州积极推动“产业链+人才链”深度融合。郑州聚焦智能终端、汽车制造、人工智能等重点产业链延链补链发展，推动形成以产引才、以才兴产、产才融合、助力发展的人才工作格局。

This clustering effect has transformed innovation platforms into magnets for talent, attracting a significant influx of young professionals to Zhengzhou. These individuals are integrating into the local economy and contributing to the city's industrial upgrading and transformation.

在产业集聚效应下，各类创新平台已成为集聚培育人才“强磁场”，一大批青年人才汇聚在郑州，融入地方经济发展大局，推动郑州产业结构升级。
