Announcement of International Call for Proposals: Enhanced Renovation Plan for Xin'an Jiuru Project

汉正街，位于长江与汉江交汇处，历史上曾是商贸繁荣之地，但随着现代化商业模式的冲击和水运优势的衰退，市场逐渐衰落。2011年，政府启动了汉正街地区的综合改造，旨在通过产业升级、城市更新，消除安全隐患。2013年提出建设汉正街文化旅游商务区，引入高端商业和文化旅游等产业。2025年初，为提升市场能级和城市形象，市政府组织编制了《汉正街市场区域更新升级方案》，方案延续了商贸服务和文化旅游的 “双T”发展战略，提出了 “一核三圈层”的产业分区及“两片三路”亮点引爆项目，新安九如为其中的核心引爆片。为落实市政府“将汉正街区域转型树立为全市城市更新带动产业转型的标杆”的要求，高品质推进新安九如片区更新，打造全市更新示范样板，特开展本次新安九如改造提升深化方案国际征集。

Hanzheng Street, situated at the confluence of the Yangtze River and the Hanjiang River, was historically a thriving hub for commerce and trade. However, with the advent of modern business models and the diminishing advantages of water transportation, the market has experienced a gradual decline. In 2011, the government initiated an extensive renovation of the Hanzheng Street area to mitigate potential safety risks through industrial upgrading and urban renewal. In 2013, a proposal was made to establish the Hanzheng Street Cultural Tourism Business District, with the aim of introducing high-end commercial and cultural tourism industries. In early 2025, to elevate the market's capabilities and enhance the city's image, the municipal government organized the formulation of the "Hanzhengjie Market Area Renewal and Upgrade Plan." This plan continues the "Dual-T" development strategy, which emphasizes both commerce and trade services as well as cultural tourism. It proposes an industrial zoning model of "one core, three circles" and highlights "two key zones and three pivotal routes" as flagship projects, with Xin'an Jiuru designated as the core catalyst zone among them. To implement the municipal government's requirement to "establish the transformation of the Hanzheng Street area as a benchmark for urban renewal driving industrial transformation across the city," we will promote high-quality renewal of the Xin'an Jiuru area and create a city-wide renewal demonstration model. Therefore, we are launching this International Call for Proposals: Enhanced Renovation Plan for Xin'an Jiuru Project.

This Call for Proposals is open to design institutions possessing relevant planning and design experience globally, and outstanding design institutions worldwide are encouraged to participate extensively.

Project Name: International Call for Proposals: Enhanced Renovation Plan for Xin'an Jiuru Project

1.2 设计范围：本次征集工作包括整体范围、重点深化设计范围。

Design Scope: This Call for Proposals encompasses the comprehensive scope and critical detailed design scope.

整体范围：为新安九如片区，北至长堤街，南至大夹街，东至友谊南路，西至全新街，用地面积约10.8公顷。

Overall Scope: The Xin'an Jiuru area is bounded by Changdi Street to the north, Dajia Street to the south, Youyi South Road to the east, and Quanxin Street to the west, encompassing a land area of approximately 10.8 hectares.

重点深化设计范围：为新安九如片区的“两街三巷”及大夹街、长堤街沿线区域。即新安街、全新街、药帮一巷、药帮大巷、九如巷、大夹街、长堤街及周边建筑区域，全长约1千米，用地面积约4.08公顷。

Focus on expanding the design scope to encompass the "two streets and three lanes" within the Xin'an Jiuru area, as well as the regions adjacent to Dajia Street and Changdi Street. The specified area encompasses Xin'an Street, Quanxin Street, Yaobang Alley 1, Yaobang Avenue, Jiuru Alley, Dajia Street, Changdi Street, along with the adjacent building zones. The total length of this area is approximately 1 km, covering a land area of roughly 4.08 hectares.

1.3 征集目标：旨在通过将空间改造与运营策略深度结合的理念，借鉴有机更新和业态焕新的成功案例实践经验，破解片区建筑破旧、环境杂乱、业态低端等痛点，激活文化基因，构建可持续运营模式，将汉正街区域打造为文商旅窗口示范区，成为全市城市更新带动产业转型的标杆，助力武汉建设国际商贸中心与文化旅游目的地。

Objectives of the Call: The aim is to integrate spatial transformation deeply with operational strategies, drawing on successful case studies of organic renewal and business revitalization. By addressing the pressing issues of dilapidated buildings, chaotic environments, and low-end business formats within the district, we seek to activate cultural heritage, establish a sustainable operational model, and transform the Hanzhengjie area into a model window showcasing the integration of culture, commerce, and tourism. This endeavor aims to set a benchmark for urban renewal driving industrial transformation across the city, thereby supporting Wuhan's ambition to become an international commerce and trade hub as well as a cultural and tourism destination.

1.4 主要内容：针对整体范围，提出设计理念与整体空间结构、平面布局、交通流线组织、空间意向形态等内容。针对重点深化设计范围，提出详细设计方案、产业业态类型规模与空间落位、街巷景观与场所营造、节点详细设计，以及更新与运营模式、投资测算等内容。

Principal Contents: In accordance with the comprehensive scope, propose the design concept along with the overall spatial structure, plan layout, traffic flow organization, spatial intention form, and other relevant elements. In accordance with the principal scope of deepening design, the detailed design scheme, industrial type, scale and spatial location, street landscape and place creation, node detailed design, update and operational mode, investment calculation, and other relevant aspects are proposed.

应征人资格要求

Applicant Qualification Requirements

2.1 应征人应为依法注册的从事城市规划、设计的法人实体；

The applicant must be a legally registered entity actively involved in urban planning and design.

2.2 应征人应有与本项目类似的城市更新深化方案的设计经验，和城市更新策划运营经验；

Applicants must possess experience in the design of urban renewal deepening plans comparable to this project, and have experience in urban renewal planning and operations.

2.3 本次征集接受联合体参与，以联合体形式参与的还需满足如下条件：

This call for proposals accepts participation from consortia. For those participating in the form of a consortium, the following conditions must also be met:

（1）联合体各方必须签订联合体协议书，明确联合体牵头单位和成员的权利义务，并且联合体中至少有一方满足应征人资格要求中2.1及2.2款要求；

All parties forming a consortium must sign a consortium agreement that clearly outlines the rights and obligations of the leading entity and the members. Additionally, at least one party within the consortium must meet the requirements specified in clauses 2.1 and 2.2 of the eligibility criteria for applicants.

（2）以联合体形式参与征集的，联合体各方不得再以自己名义单独或加入其他联合体参加本次征集活动；

Should the consortium engage in the Call for Proposals as a collective entity, no individual member of the consortium shall independently participate in this Call for Proposals, nor shall they join other consortia for the same purpose.

（3）根据本次征集项目特点，为保证应征人对项目所在地文化和国内相关标准规范的准确理解，境外设计单位须与境内设计机构组成联合体参与，并以境内设计机构作为联合体牵头单位；

In accordance with the specific characteristics of this Call for Proposals project, it is imperative to ensure that the applicant possesses a precise understanding of the local culture as well as the pertinent domestic standards and specifications associated with the project. To achieve this, the overseas design institute is required to form a consortium with a domestic design institution for participation. The domestic design institution shall serve as the leading entity within the consortium.

2.4 除联合体的成员外，应征人之间不得存在直接控股、管理关系或者单位负责人为同一人的情形。

Except for members of a consortium, there shall be no direct ownership or management relationship between the applicants, nor shall the person in charge of any unit be the same individual.

征集流程

Procedure of the Call of Proposals

新安九如改造提升深化方案国际征集活动分为如下两个阶段进行：

The International Call for Proposals: Enhanced Renovation Plan for Xin'an Jiuru Project will be conducted in the following two stages:

3.1 第一阶段为“资格预审”阶段。

The initial phase is the "pre-qualification" stage.

1. 主办单位发布征集公告。

The sponsor issues the Announcement of the Call for Proposals.

2. 有意参加本次征集活动的应征人可通过电子邮件进行信息登记，应征人信息登记资料（附件1）应为盖章或签字的PDF扫描版（同时附上DOC格式）以及获取征集大纲费用的支付凭证，E-mail至邮箱whycxmgl@163.com，承办单位收到并完成信息登记后，将《新安九如改造提升深化方案国际征集大纲》（下文简称《征集大纲》）电子版文件发送给应征人。征集大纲售价：500(元)，售后不退。

Applicants who are interested in participating in this Call for Proposals activity can register their information via e-mail. The applicant's information registration materials (Appendix 1) should be a PDF scanned version with a stamp or signature (with a DOC format attached) and a payment receipt for obtaining the Call Outline fee. E-mail it to whycxmgl@163.com. After the organizer receives and completes the information registration, it will send the electronic version of the "International Call for Proposals: Enhanced Renovation Plan for Xin'an Jiuru Project" (hereinafter referred to as the "Call Outline") to the applicant. The selling price of the Call Outline is 500 yuan, and it is non-refundable after purchase.

3.《征集大纲》获取时间：2025年6月9日至2025年6月16日17:00（中国北京时间）。

The "Call Outline" is available for acquisition from June 9, 2025, until 17:00 on June 16, 2025 (Beijing Time, China).

4. 应征人应按照《征集大纲》的要求编制资格预审申请文件，资格预审申请文件主要为商务文件，并在递交截止时间2025年6月20日9：00前（中国北京时间）将《资格预审申请文件》PDF扫描版发送至指定邮箱whycxmgl@163.com（收到资格预审申请文件的时间以上述指定邮箱收件箱显示的收件时间为准）。

Applicants are required to prepare pre-qualification application documents in strict accordance with the specifications outlined in the Call Outline. These documents primarily consist of business-related materials. Applicants must submit a scanned PDF version of the pre-qualification application documents to the designated email address, whycxmgl@163.com, prior to the submission deadline of 9:00 PM on June 20, 2025 (Beijing time, China). The official time of receipt for the pre-qualification application documents will be determined by the timestamp displayed in the inbox of the aforementioned designated email address.

5. 主办单位将组织对应征人递交的资格预审申请文件进行评审，选出4家设计机构入围，入围单位在得到确定入围通知后，应按时提交《参与确认函》。

The sponsor will organize the review of the pre-qualification application documents submitted by the applicants and will select four design institutions to be shortlisted. The shortlisted entities shall submit the Letter of Confirmation of Participation promptly upon notification of their shortlisting.

3.2 第二阶段为“方案征集”阶段。

The second stage is the "Call for Proposals" phase.

1.主办单位拟于2025年7月23日，将组织中期成果检查，入围的设计机构应派项目负责人或主创设计人员进行中期成果汇报。

The sponsor intends to conduct a mid-term results inspection on July 23, 2025. The shortlisted design agencies are required to dispatch project leaders or chief designers to present mid-term results reports.

2.入围的设计机构须于2025年8月27日12:00时前提交成果至主办单位指定地点（具体地点另行通知）。主办单位将举办专家评审会（具体时间地点另行通知），设计机构须派项目负责人或主创设计人员来汉汇报设计成果，经专家评审为满足设计任务要求的方案，将形成获奖排名，排名设置第一名1个，第二名1个，第三名2个。

The shortlisted design agencies are required to submit their results to the location specified by the sponsor no later than 12:00 on August 27, 2025. The specific location will be communicated separately. The sponsor will convene an expert review meeting (the specific time and location will be communicated separately). The design institute is required to dispatch the project leader or the principal designer to Wuhan to present the design outcomes. Proposals that meet the design task requirements, as assessed by the experts, will be ranked. The ranking will include one first-place winner, one second-place winner, and two third-place winners.

Design Cost

In accordance with the hierarchy of awards:

给予排名第一的设计机构120万元人民币的设计奖金。

A design bonus amounting to 1.2 million yuan shall be awarded to the design agency that achieves the highest ranking.

给予排名第二的设计机构80万元人民币的设计奖金（设计补偿）。

A design bonus of 800,000 yuan (design compensation) will be awarded to the design institution ranked second.

给予并列排名第三的设计机构各50万元人民币的设计奖金（设计补偿）。

Design firms sharing the third-place ranking will each receive a design prize of 500,000 yuan (design compensation).

征集说明

Notes on the Call for Proposals

5.1 在本次方案征集中，优胜设计机构在后续建筑方案设计中获得优先考量。

In this call for proposals, the selected design institution will be granted priority consideration for the subsequent architectural scheme design.

5.2 本次征集活动设计费均以人民币在境内支付，境外应征人无法收取人民币的，可授权国内合法独立法人代收款项。

The design fee associated with this Call for Proposals activity shall be disbursed in RMB within China. In instances where overseas applicants are unable to receive RMB directly, they may authorize domestic legal entities to collect the payment on their behalf.

5.3 应征人对应征方案享有署名权，经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。在承办单位支付设计补偿后，主办单位、承办单位以及项目建设单位有权在本项目的设计中使用应征设计成果，主办单位、承办单位以及项目建设单位在本项目的方案调整综合时可以全部或部分使用应征设计文件及设计成果，也可对其进行修改，主办单位、承办单位以及项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。

Applicants shall retain the right of authorship for the bidding scheme and, with the sponsor's permission, may evaluate and exhibit their works through media, professional journals, books, periodicals, or other formats. Upon the payment of the design compensation by the sponsor, the sponsor, the organizer and the project construction unit shall have the right to utilize the applied design results in the project's design. The sponsor, the sponsor and the project construction unit may employ all or part of the applied design documents and design results in the adjustment and synthesis of the project plan, or modify them as necessary. Furthermore, the sponsor, the sponsoring unit, and the project construction unit are entitled to print, publish, and exhibit all the applied design results, as well as to evaluate, display, and publicize the applied design results through media, professional magazines, books, periodicals, or other forms.

5.4 应征人应保证提交的应征设计文件及设计成果在中国境内以及境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，若其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

The applicant shall ensure that the submitted design documents and design results do not and will not infringe upon the intellectual property rights (including but not limited to copyrights and patent rights), proprietary technology, or trade secrets of any other individual or entity, both within and outside China. The applicant must ensure that they have obtained the legal, valid, and sufficient authorization from the rights holder if their design documents utilize or contain the intellectual property rights, know-how, or trade secrets of any other individual. The applicant shall bear all liability for compensation arising from the infringement of intellectual property rights, know-how, or trade secrets of others.

5.5 应征人所获设计费的税金（含中国境内、外应缴纳的各项税费）和在整个过程中发生的一切费用均由应征人自理。

The taxes, including various taxes and surcharges payable both within and outside China, associated with the design fee received by the applicant, as well as all expenses incurred throughout the entire process, shall be the responsibility of the applicant.

5.6 本次征集活动中的所有文件及往来信函均应使用中文或中英双语，中英文内容如有出入以中文为准。

All documents and correspondence in this solicitation shall be made in Chinese or both Chinese and English. In case of any discrepancy between Chinese and English version, the Chinese version shall prevail.

5.7 参加本次活动的应征人均被视为承认本公告的所有条款。

Applicants participating in this activity shall be considered to have accepted all the terms outlined in this announcement.

5.8 本次征集活动及相关文件的最终解释权归主办单位所有。

The ultimate authority for the interpretation of this Call for Proposals and its associated documents resides with the sponsor.

5.9 本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The laws and regulations governing this Call for Proposals activity, as well as the associated documents, are exclusively those of the People's Republic of China.
