In an era marked by increasing interdependence yet fraught with geopolitical tensions, the need for more effective global governance has never been more urgent. In this context, Chinese President Xi Jinping proposed the Global Governance Initiative (GGI) at the "Shanghai Cooperation Organization (SCO) Plus" meeting in Tianjin in early September.
As the latest global public good proposed by China, the GGI not only reflects the country's response to the pressing challenges confronting the world but also offers a visionary blueprint for building a more just and equitable global governance system and a community with a shared future for humanity. It sketches a future where all nations, regardless of size or wealth, share power and responsibility on the world stage.
The GGI emerges against a backdrop of systemic global governance shortcomings and serious international challenges that existing structures have struggled to manage. Uneven economic recovery, digital divides, and rising geopolitical competition expose the limitations of the current international system. Amid this complexity, Cold War mentalities and protectionism persistently undermine efforts to forge consensus and collective action.
The global governance system dominated by a handful of countries is no longer fit for purpose. It is insufficiently inclusive, underrepresents the interests of the Global South, and often suffers from double standards that diminish trust and cooperation.
But in the meantime, countries today are more reliant on each other than ever before. The significant collective advancement of the Global South, illustrated by the rising influence of groups like the SCO and BRICS, makes it increasingly urgent to develop fresh visions, innovative ideas, and new concepts.

The GGI was thus proposed to addresses governance deficits such as the underrepresentation of developing countries, erosion of the authority and principles enshrined in the United Nations Charter, and the weak effectiveness of current mechanisms to handle emerging challenges such as technological governance and security.
The initiative is not designed to overturn the established international order or create parallel structures. Rather, it advocates for reform and improvement of the existing global governance framework. Through inclusive dialogue and cooperation, the GGI aims to adapt international institutions to contemporary realities, enabling them to be more representative, accountable, and capable of delivering real-world solutions.
The priority, according to the official Concept Paper, will be focused on critical areas where governance is currently insufficient and urgently needed, including reforming the international financial system, managing artificial intelligence, cyberspace, climate change, trade, and outer space. At the same time, there will be a strong commitment to uphold the authority and central role of the United Nations and to support its efforts in implementing the Pact for the Future.
Against pressing challenges the world is facing today, the GGI has been widely perceived as a well-timed and all-encompassing framework that expands on China's previous initiatives related to global development, security, and civilization, with the capacity to enhance international collaboration, tackle urgent worldwide issues, and support a more balanced, inclusive, and rules-driven global order.
"We have certainly listened attentively to everything that is proposed by Mr. Xi Jinping to create a new, more efficient and functional global governance system," said Russian President Vladimir Putin, stressing Russia's support for the initiative.
The GGI is "anchored in multilateralism" and "underscores the importance of safeguarding the international system with the UN at its core and the international order underpinned by international law," said UN Secretary-General Antonio Guterres.
The GGI marks a crucial step toward addressing the deficits and imbalances in contemporary international governance. By emphasizing sovereign equality, international rule of law, multilateralism, a people-centered approach, and real results, the GGI offers a visionary framework aligned with the demands of the 21st century.
