The Hunan delegation attending the third session of the 14th National People's Congress (NPC) held its second press conference on March 10, 2025, introducing the motions and proposals put forward by deputies in accordance with the law.

Zhang Yangjun, a spokesperson of the Hunan delegation, noted that the delegation submitted 13 motions and 443 proposals as of the deadline, including 12 raised in the name of the delegation.

With a view to motions, deputies put forward four legislative ones focusing on geographical indications of agricultural products, commercial mediation, resolving social disputes through multiple channels, and management of dilapidated rural houses, as well as nine amendments centering on the Criminal Law, Criminal Procedure Law, Tourism Law, Law on Promotion of Agricultural Mechanization, Law on Road Traffic Safety, Law on Enterprise Bankruptcy, and Law on Commercial Banks.

Of the total proposals, 98 concerned science, education, culture, health, and sports; 81 highlighted development planning; 56 focused on social advancement; 49 on trade, transportation, culture, and tourism; 44 on agriculture and rural affairs; 32 on taxation and finance; 26 on legal system development; 24 on industry and energy; 18 on urban construction and resource conservation and environmental protection; eight on the work of NPC, and other seven suggestions. Government and Party officials took the lead in raising 71 proposals.

"The motions and proposals of Hunan delegation were formulated on the basis of in-depth preliminary research, focusing on the national situation and the actual conditions of Hunan Province, while involving a wide range of areas," Zhang Yangjun said. He stated that Hunan's motions and proposals mainly highlight:

- boosting high-quality development;

- Further deepening reform comprehensively;

- Expanding high-level opening up;

- Building a modernized industrial system;

- Promoting integrated development of scientific and technological innovation and industrial innovation;

- Accelerating new infrastructure construction;

- Advancing coordinated development between regions;

- Strengthening ecological civilization construction;

- Safeguarding and improving people's livelihoods; and,

- Advancing all-around rural revitalization.

These efforts will contribute to the advancement of Chinese modernization, showcasing Hunan's voice and wisdom.

Meng Hao, deputy director of the Deputy Working Commission of the Standing Committee of the Hunan Provincial People's Congress, said that the commission will strengthen communication with the NPC Standing Committee and national ministries and commissions. We will strive to include more Hunan plans and wisdom into national strategies and plans, and transform them into policy initiatives to deepen reform, solve problems, and promote development. Hunan deputies will boost high-quality economic and social development of China and Hunan through valuable motions and proposals, he added.
