General application requirements
投资类：
符合下列条件之一的外国人，可以申请在华永久居留：
①在中国投资，实际交付的注册资金合计在200万美元以上（连续3年内不得低于该标准）的投资者；
②在中国中部地区投资，实际交付的注册资金合计在100万美元以上（连续3年内不得低于该标准）的投资者；
③在中国西部地区和国家扶贫开发工作重点县投资，实际交付的注册资金合计在50万美元以上（连续（四）年内不得低于该标准）的投资者；
④在国家颁布的《外商投资产业指导项目》鼓励类产业投资，实际交付的注册资金合计在50万美元以上（连续3年内不得低于该标准）的投资者。
Foreigners who meet one of the following conditions may apply for permanent residence in China:
① Investors who invest in China and have actually delivered a total registered capital of over 2 million US dollars (not less than this standard for three consecutive years);
② Investors who invest in central China and have actually delivered a total registered capital of over 1 million US dollars (not less than this standard for three consecutive years);
③ Investors who invest in western China and key counties for poverty alleviation and development work, with a total registered capital of over 500000 US dollars (not less than this standard for four consecutive years);
④ Investors who are encouraged to invest in industries under the "Foreign Investment Industry Guidance Project" issued by the state and have actually delivered a total registered capital of 500000 US dollars or more (not lower than this standard for three consecutive years).

在以下5类单位中担任董事长、副董事长、总经理、副总经理等以上职务或者具有副教授、副研究员等副高级以上职称，连续任职满4年，4年内在中国境内居留累计不少于3年且纳税记录良好，并且遵守中国法律、身体健康、无犯罪记录的外国人，可以申请办理外国人永久居留：
Foreigners who have served as chairman, vice chairman, general manager, deputy general manager or above in the following five types of units, or have deputy senior titles or above, such as associate professor, associate researcher, etc., for four consecutive years, have resided in China for at least three years in total, have good tax records, and comply with Chinese laws, are healthy, and have no criminal records, can apply for permanent residence of foreigners:

1. 符合申请要求的外籍人员的配偶及其未满 18 周岁的未婚子女

2. 符合下列所有条件的外国人，可以申请办理夫妻团聚人员的外国人永久居留证：
Foreigners who meet all the following conditions may apply for a permanent residence permit for those reunited with husband and wife:
①与中国公民（具有西安常住户籍的）或者在中国获得永久居留资格的外国人结婚的；
Married to a Chinese citizen (with permanent registered residence registration in Xi'an) or a foreigner who has obtained permanent residence qualification in China;
②婚姻关系存续满5年的；
Marriage has been in existence for at least 5 years;
③在中国连续居留满5年，每年在中国居留不少于9个月；

④有稳定的生活保障和住所的。需要被团聚人开在职证明并公证，存款金额要求20万及以上；

3. 符合下列所有条件的外国人，可以申请办理亲子团聚人员的外国人永久居留证：

①父母一方或双方为中国公民（具有西安常住户籍的），需要被团聚人开在职证明并公证，存款金额要求20万及以上；
If one or both parents are Chinese citizens (with permanent registered residence in Xi'an), the certificate of employment of the reunited person shall be issued and notarized, and the deposit amount shall be 200000 yuan or more;
②未满18周岁且未婚；

在中国境内工作的外国人，连续工作满 4 年、每年实际居住不少于 6 个月，工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的六倍，年缴纳个人所得税不低于工资性年收入标准的 20%，（西安要求：年收入（税前）不低于 40 万元人民币，年缴纳个人所得税不低于 8 万元人民币）并且遵守中国法律、身体健康、无犯罪记录的外国人，经现工作单位推荐可以申请办理外国人永久居留，其外籍配偶和未成年子女可随同申请。
Foreigners working in China who have worked continuously for 4 years and actually lived for no less than 6 months each year, whose annual wage income is no less than six times the average wage of urban employees in the region where they worked in the previous year, and whose annual personal income tax payment is no less than 20% of the annual wage income standard (Xi'an requires that the annual income (before tax) is no less than 400000 yuan, and the annual personal income tax payment is no less than 80000 yuan), and who abide by Chinese laws, are healthy, and have no criminal record, can apply for permanent residence of foreigners upon the recommendation of their current employers, and their foreign spouses and minor children can apply with them.
