I. Target Audience
一、适用对象
The foreign business personnel referred to in this notice are those who frequently come to Chongqing for commercial and trade activities and play an active role in promoting Chongqing’s foreign economic and trade cooperation, as well as their spouses and children.
本通知所指的外国商务人员是指那些频繁来渝从事商业贸易活动，并在促进重庆对外经贸合作中发挥积极作用的人员，以及他们的配偶和子女。

The Chongqing Municipal Foreign Affairs Office will issue special visa facilitation invitation letters for eligible foreign business personnel and their spouses and children, granting a 5-year, multiple-entry visa with a stay period of 180 days. Chinese embassies and consulates abroad will issue M-type visas or corresponding category visas for the relevant individuals based on the invitation letter.
重庆市人民政府外事办公室将为符合条件的外国商务人员及其配偶和子女发放专项签证便利邀请函，授予5年多次入境签证，停留期为180天。中国驻外使领馆将根据邀请函为相关个人签发M字签证或相应类别签证。
III. Application Process

1.For state-owned, private, and foreign-invested enterprises in Chongqing, the applicant entity should submit the application to the Chongqing Municipal Commission of Commerce, and the application materials should be submitted to the Chongqing Municipal Commerce Administrative Service Hall (Address: 1st Floor, Commercial Arcade, Energy Building, No. 162 Nanbin Road, Nan'an District, Chongqing; Consultation phone: 62661008, 62661099).
1. 对于重庆市的国有企业、民营企业和外资企业：申请单位应向重庆市商务委员会提交申请，申请材料应提交至重庆市商务委行政服务大厅（地址：重庆市南岸区南滨路162号能源大厦1楼商业长廊；咨询电话：62661008、62661099）。
For other applicants, the application should be submitted to the Chongqing Municipal Foreign Affairs Office, and the materials should be submitted to Window 8 at the Chongqing Foreign Affairs Service Hall
其他申请人：应向重庆市人民政府外事办公室提交申请，材料提交至重庆市外事服务大厅8号窗口
2.The applicant entity will forward the special visa facilitation invitation letter to the foreign business personnel. The foreign business personnel can then present this invitation letter to the Chinese embassies or consulates abroad to apply for the visa.
2. 申请单位将专项签证便利邀请函转发给外国商务人员。外国商务人员可持此邀请函向中国驻外使领馆申请签证。
IV. Other Matters
四、其他事项
1.The application for the special visa facilitation invitation letter must be directly handled by the inviting organization and not by an intermediary agency. The inviting organization must ensure that there is a genuine, direct business relationship with the invited person, provide authentic materials, and avoid activities unrelated to the application purpose.
1. 专项签证便利邀请函的申请必须由邀请单位直接办理，不得通过中介机构代办。邀请单位必须确保与被邀请人有真实、直接的业务关系，提供真实材料，避免从事与申请目的无关的活动。
2.Foreign personnel benefiting from the special visa facilitation who encounter issues related to illegal immigration or other violations upon arriving in China will be dealt with according to the law.
2. 享受专项签证便利的外国人员如在中国出现非法移民或其他违规行为，将依法处理。
3.No fees will be charged for processing the special visa facilitation invitation letter.
3. 办理专项签证便利邀请函不收取任何费用。
4.The inviting organization must promptly report relevant information about the invited personnel's arrival in China.
4. 邀请单位必须及时报告被邀请人员入境中国的信息。
