On the afternoon of March 26, during the high-level dialogue titled “Global Governance After the UN Summit of the Future” at the Boao Forum for Asia (BFA) Annual Conference 2025, BAN Ki-moon, Chairman of BFA Board and the eighth Secretary-General of the United Nations, emphasized the pressing need to reshape global governance structures in response to today’s complex international landscape.
BAN identified three reasons why global governance reform is both timely and essential. First, he pointed to the outcomes of the UN Summit of the Future held in September 2024, where world leaderswere committed to rebuilding trust and revitalizing multilateralism. However, progress has been limited, with the majority of Sustainable Development Goals lagging behind.
Second, BAN noted the upcoming 80th anniversary of the United Nations as a pivotal moment for reflection. Rather than merely celebrating past achievements, he argued for a critical reassessment of the UN’s representativeness, responsiveness, and ability to deliver results in an increasingly multipolar world.
Third, BAN raised concerns over the widening global governance gap. As cross-border challenges such as climate change, digital disruption, inequality, and security threats become more severe, existing international institutions are struggling to keep pace. He underscored the urgency of institutional reforms that enhance bothinclusiveness and effectiveness.
Drawing on his experience as UN Secretary-General, BAN underscored the value of multilateral cooperation, recalling key milestones such as the 2030 Agenda and the Paris Agreement. He argued that no single nation, regardless of its power or wealth, can solve today’s problems in isolation.
BAN urged leaders across governments, businesses, and civil society to work together in implementing the core deliverables of the UN Summit of the Future. He also highlighted the role of the Boao Forum for Asia as a platform for advancing constructive dialogue and regional cooperation.
