A公司针对超法定招标限额的软件开发项目，严格执行招标程序，采用综合评估法对已报名供应商进行专家评分，依据历史评价指标综合得分确定成交供应商。可以看出，以往注重价格的情况下，软件开发项目中标供应商为供应商乙，而通过改善供应商评价指标，中标供应商变为了供应商丁。

Company A strictly implements the bidding procedures for software development projects that exceed the legal bidding limit. It uses the comprehensive assessment method to conduct expert scoring for the registered suppliers and determines the successful supplier based on the comprehensive score of historical evaluation indicators. It can be seen that in the past, when price was emphasized, the winning supplier for software development projects was Supplier B. However, by improving the supplier evaluation indicators, the winning supplier has changed to Supplier D.

在本次新供应商评价体系下，中标结果分析显示：四家供应商虽均具备国内大数据行业领先资质与成熟项目经验（企业资质、建设案例均满分），但核心差异体现在开发能力、项目理解及成本控制维度。

Supplier Ding stood out with significant advantages: Firstly, its development team is highly competent, with a far greater number of certified personnel for the software Professional qualification Examination than its competitors, and its technical verification capability is perfect. Secondly, it has the most accurate understanding of the project requirements. Its technical solution fully covers the bidding norms, and the implementation plan is detailed and feasible. In contrast, there are functional deviations between A and C, and the quality of B's plan is at the bottom. Thirdly, the quotation strategy is highly competitive and the cost reduction benefits are remarkable. In addition, Ding's global layout, industry awards and strategic cooperation with Company A have further strengthened its comprehensive competitiveness.

In contrast, among other suppliers, Supplier C lost points due to a lack of experience in replacement cases, while suppliers A and B have shortcomings in terms of personnel qualifications and the depth of solutions. The comparison of multi-dimensional indicators shows that Supplier D has formed a closed-loop advantage in terms of technical strength, cost-effectiveness and strategic resource integration, which meets the comprehensive evaluation criteria of high-quality suppliers.
