In order to thoroughly implement the guiding principles of General Secretary Xi Jinping's important speeches and instructions during his inspection visit to Hunan, fully implement​the spirit of the Second and Third Plenary Sessions of the 20th CPC Central Committee, act on the requirements of the Seventh and Eighth Plenary Sessions of the 12th CPC Hunan Provincial Committee, and to stay aligned with the vision of "Three Highlands and Four New Missions," we hereby announce the hosting of the 2025 Hunan (International) Innovation and Entrepreneurship Competition​ (hereinafter referred to as the "Competition"). This Competition aims to build an international platform for the integration of innovation and entrepreneurship resources, cultivate a dynamic ecosystem that "attracts talents and stimulate innovation via contests", support the development of Changsha as a global R&D center, and continuously consolidate Hunan's position​as a sci-tech innovation highland with core competitiveness. Relevant matters are hereby notified as follows:

II. Competition Overview

The competition comprises three categories: the Main Competition, the Disruptive Technology Innovation Competition, and the Green Mining of Non-ferrous Metals Specialty Competition. Each enterprise or team may enter only one competition and is permitted to submit a single project exclusively within the selected competition.III. Organizational StructureHosts: Department of Science and Technology of Hunan Province, Publicity Department of the CPC Hunan Provincial Committee, Foreign Affairs Office of Hunan Province, Hunan Provincial Development and Reform Commission, Department of Education of Hunan Province, Department of Industry and Information Technology of Hunan Province, Department of Finance of Hunan Province, Department of Human Resources and Social Security of Hunan Province, Hunan Federation of Trade Unions, Hunan Provincial Committee of the Communist Youth League, Hunan Radio and Television Administration, Hunan Federation of Industry and Commerce, and the People's Government of Changsha City.

Organizers: Hunan Torch Center for Entrepreneurship and Innovation, Malanshan Video Cultural and Creative Industrial Park, and third-party institutions.

Title Sponsor: Bank of Changsha.

Supporting Units: Municipal and Prefectural Science and Technology Bureaus, and National High-tech Industrial Development Zones across the province.

A Competition Organizing Committee (hereinafter referred to as "the Committee") has been established, composed of the Hosts, Organizers, and the Title Sponsor. The Committee is responsible for the overall organization and implementation of the competition. The Committee has set up an office housed within the Hunan Torch Center for Entrepreneurship and Innovation, which is tasked with the execution of all related work.

A Supervisory Team has also been established, consisting of members from the Supervision, Evaluation and Research Integrity Division of the Department of Science and Technology of Hunan Province, the Disciplinary Inspection Commission of the Department, and other relevant bodies. The team is responsible for supervising the competition throughout the entire process.

IV. Participation Requirements

(I) The Main Competition consists of eight sub-tracks. Among them, six are Provincial Sub-tracks: Next-Generation Information Technology, Biomedicine, High-End Equipment Manufacturing, New Energy (including New Energy Vehicles) and Energy Conservation & Environmental Protection, Cultural and Technological Integration, and New Materials. These sub-tracks are open to non-listed enterprises that are legally registered in Hunan Province and possess independent legal person status. The remaining two are International Sub-tracks: Cultural and Technological Integration, and Biomedicine. These are open to teams (or individuals) worldwide who have not yet established a legal entity, as well as enterprises legally established outside Hunan Province.

(II) Disruptive Technology Innovation Competition. Projects submitted to the Disruptive Technology Innovation Competition must focus on technological applications within Hunan Province's "4×4" modern industrial system and demonstrate the potential for significant disruptive breakthroughs. Eligible participants include enterprises and institutions that are legally registered in Hunan Province with independent legal person status, as well as higher education institutions and centrally administered organizations located in Hunan.

(III) Green Mining of Non-Ferrous Metals Specialty Competition. Projects submitted to the Green Mining of Non-Ferrous Metals Specialty Competition must feature high technological content, strong innovation, and promising prospects for industrialization within the non-ferrous metals sector. Eligible participants include non-listed enterprises legally registered in China with independent legal person status, as well as teams possessing scientific and technological achievements along with entrepreneurial plans.

(IV) All materials submitted for the competition must be authentic and lawful. Patented technologies, inventions, creations, and resources involved in the projects must not infringe upon the intellectual property rights or property rights of others. Projects must not contain any content that violates the Constitution of the People's Republic of China or any other applicable laws and regulations. Recommending units are required to conduct strict reviews of all submitted projects. Any violation of the above provisions or breach of the competition rules will result in immediate disqualification, revocation of any awards or related entitlements, and legal liability borne by the responsible party.

V. Competition Schedule

(I) Main Competition

1. Registration (May 12 – June 15, 2025). Participants shall log in to the "Hunan Science and Technology Cloud Platform" on the official website of the Department of Science and Technology of Hunan Province (https://kjt.hunan.gov.cn) to register their projects. (A bilingual registration channel will be available for the International Sub-tracks. ) No hard-copy submission is required. The Organizing Committee will provide comprehensive consultation and guidance services to all registered project teams.

2. Preliminary Round (June 20 – Early July 2025). Organized by municipal and prefectural science and technology bureaus and third-party institutions, the preliminary round will select and recommend outstanding projects to advance to the semifinals in accordance with established procedures.

3. Semifinal Round (Mid to Late July 2025; exact dates to be announced). For Provincial Sub-tracks, the semifinal round consists of two stages: First stage: Remote expert review to preliminarily select a certain proportion of top projects from each sub-track; Second stage: On-site project roadshows and evaluations. For the International Sub-tracks, the semifinal round will be conducted via online roadshow and defense.

4. Final Round (Mid to Late August 2025; exact dates TBD). The final round will feature on-site project roadshows. Projects will not be categorized by sub-tracks but grouped into three categories: Micro and Small Enterprises Group, Growth Enterprises Group, and International Participants Group. Based on performance, each group will be awarded one First Prize, two Second Prizes, three Third Prizes, and several Excellence Awards.

(II) Disruptive Technology Innovation Competition

1. Registration (May 12 – June 15, 2025). Participants shall log in to the "Hunan Science and Technology Cloud Platform" on the official website of the Department of Science and Technology of Hunan Province (https://kjt.hunan.gov.cn) to register their projects. Each recommending unit may nominate projects within assigned quotas.

2. Preliminary Round (Early July 2025; exact date to be announced). The preliminary selection will be conducted through remote expert review. The evaluation criteria will be based on the national standards for the Disruptive Technology Innovation Competition.

3. Final Round (Mid to Late July 2025; exact date TBD). The final round will be held in the form of on-site project roadshows.The Top Ten Project Awards will be granted based on final rankings.

(III) Green Mining of Non-Ferrous Metals Specialty Competition

1. Registration (Late May 2025). Participants shall register their projects directly with the Specialty Competition Organizing Committee in accordance with the specific requirements of the competition.

2. Preliminary Round (Mid-June 2025). Organized by the Specialty Competition Organizing Committee, the preliminary round will be conducted separately for the Enterprise Group and the Team Group through document review.

3. Specialty Competition Round (Late June 2025). Conducted online in the form of defense sessions, this round will also be held separately for the Enterprise Group and the Team Group.

4. Final Round (Early July 2025). Held as on-site defense sessions, the final round will be conducted separately for the Enterprise Group and the Team Group. Based on final scores, each group will be awarded one First Prize, two Second Prizes, three Third Prizes, and several Excellence Awards.

VI. Relevant Requirements

(I) Strengthen organizational leadership. The Organizing Committee will enhance overall coordination, refine the competition plan, and reinforce cross-departmental collaboration to ensure efficient and orderly execution of the event. Science and Technology Bureaus of all cities and prefecture, administrative committees of high-tech zones, and relevant units shall actively mobilize participation by fully utilizing online and offline channels to enhance the competition's influence and attract high-quality projects. All units must designate responsible leaders, departments, and liaison personnel, and submit the list of personnel to the Organizing Committee Office by May 20, 2025, to ensure smooth communication and effective implementation.

(II) Ensure competition quality. All recommending units must rigorously review the qualifications of participating entities to ensure eligibility and prohibit duplicate or fraudulent applications. The Organizing Committee will continuously improve and standardize the evaluation process to ensure fairness, independence, and objectivity. The competition will strictly adhere to the spirit of the Central Government's Eight-Point Decision on Improving Party and Government Conduct and its implementation rules, as well as the "Ten Prohibitions" governing science and technology project management and services issued by the Department of Science and Technology of Hunan Province. Integrity supervision will be enforced throughout all stages of the competition. It is strictly prohibited to charge any fees to participating enterprises or teams under any pretext.

(III) Enhance service support. Municipalities, prefecture, and industrial parks are encouraged to organize phase-based competition activities in alignment with their local industrial strengths and practical conditions. Units intending to host such activities must submit their proposals by June 10, 2025. The Organizing Committee will select host locations based on merit and provide corresponding support. Additionally, the Organizing Committee will develop a long-term tracking and support mechanism for participating enterprises, conducting regular follow-ups and offering services in areas such as technology and market development to accelerate the transformation and commercialization of outcomes.
