会议强调，海丝中央法务区厦门片区是厦门打造新发展格局节点城市的重要平台，要全面落实省、市工作要求，按照“市场驱动、政府推动”的思路和“法商融合”的理念，更加聚焦国际化、市场化，更加突出海丝、金砖、两岸融合“三个特色”，以更高站位、更宽视野、更强担当、更大合力，推动法务区建设进档升级，努力打造全国法务区典范。

会议要求，要更加注重提升纠纷解决国际化水平，积极对接国际标准，稳步推进制度型开放，进一步提升法务区的核心竞争力；要更加注重提升法律服务市场化水平，聚焦服务主导产业、服务企业“出海”，专业、精准地为企业提供法律服务；要更加注重涉外法治人才引育，强化政策引才力度，深化校地协同培养，拓宽境外实践渠道；要更加注重“海丝法务”品牌建设，加大“走出去”宣传推介力度，着力搭建“国际化”交流平台，加快培育全国有影响的法律服务品牌。

会议审议了《海丝中央法务区厦门片区2025年工作要点及分工方案》及《海丝中央法务区厦门片区2025年度重点项目》。

领导小组副组长谢开红、陈瑜、周红岩，领导小组成员单位相关负责同志参加。厦门仲裁委、在厦高校法学院相关负责人列席。

Xiamen MSRCLD Leadership GroupMeeting Held

Xiamen, May 15– The Leadership Group for the Development of the Xiamen Maritime Silk Road Central Legal District (MSRCLD) convened a key meeting to advance the study and implementation of Xi Jinping Thought on the Rule of Law, as well as the important directives delivered by General Secretary Xi Jinping during his inspections in Fujian and Xiamen. The meeting also aimed to disseminate the guiding principles from the MSRCLD Leadership Group’s plenary session, review and affirm the work achievements of the MSRCLD’s Xiamen area in 2024, and chart the course for the next phase of work.

The meeting was attended by You Wenchang, a member of the Standing Committee of the CPC Xiamen Municipal Committee, Secretary of the Political and Legal Affairs Committee, and Executive Deputy Director of the Leadership Group, who delivered a speech. Huang Yantian, a member of the Standing Committee of the CPC Xiamen Municipal Committee, Executive Vice Mayor, and Deputy Director of the Leadership Group, presided over the meeting. Also present was Li Weihua, Vice Chairman of the Standing Committee of the Xiamen Municipal People’s Congress and Deputy Director of the Leadership Group.

The meeting emphasized that the Xiamen area of the MSRCLD serves as a strategic platform for positioning the city as a key node in the new development paradigm. Participants reaffirmed the necessity of comprehensively implementing provincial and municipal directives by adopting a dual “market-driven, government-supported” approach, along with the principle of “integrating law and commerce.” Development efforts will prioritize internationalization and marketization while leveraging Xiamen’s unique advantages, including its role in the Maritime Silk Road, BRICS cooperation, and cross-Strait integration. The discussion called for an enhanced vision, expanded perspective, greater accountability, and strengthened coordination to advance the legal district’s development, with the ultimate goal of establishing a nationally recognized benchmark for legal districts.

The meeting called for a heightened focus on enhancing the internationalization of dispute resolution, actively aligning with global standards, and steadily promoting institutional openness to strengthen the core competitiveness of the legal district. It emphasized the importance of improving the marketization of legal services by supporting leading industries and assisting enterprises in their “going global” initiatives, while ensuring the provision of professional and targeted legal services.

Furthermore, there should be a stronger emphasis on cultivating foreign-related legal talent, enhancing policy incentives for talent recruitment, deepening collaboration between educational institutions and localities, and broadening opportunities for overseas practical experience. The meeting also highlighted the necessity of establishing a prestigious “Maritime Silk Road Legal Service” brand, increasing efforts to promote it internationally, creating an “internationalized” exchange platform, and accelerating the development of influential legal service brands nationwide.

The meeting reviewed the 2025 Work Points and Division of Responsibilities for the Xiamen Area of the Maritime Silk Road Central Legal Districtand theKey Projects for 2025 in the Xiamen Area of the Maritime Silk Road Central Legal District.

Xie Kaihong, Chen Yu, and Zhou Hongyan, who serve as Deputy Directors of the Leadership Group, participated in the meeting alongside relevant officials from member units of the Leadership Group. Additionally, representatives from the Xiamen Arbitration Commission and law schools at universities in Xiamen attended as observers.
