On 7th June, Mr. Wang Huiyao, President of Center for China and Globalization (CCG), moderated the Session “Global Science and Technology Governance for Good, for Justice, for Openness, and for Inclusiveness”, at the BFA International Science, Technology & Innovation Forum (ISTIF) 2025 Hong Kong Conference. Mr. Danilo Türk, President of Slovenia (2007-2012) and President of Club de Madrid, Mr. Anek Laothamatas, Former Minister of Higher Education, Science, Research and Innovation of Thailand, Mme. Carme Artigas, Senior Fellow at Harvard Belfer Center, Former Spanish Secretary of State for Digitalisation and Artificial Intelligence and Former Co-Chair of UN AI Advisory Body, Mr. Tamas Hajba, Senior Advisor for China, Head of Beijing Office, Organisation for Economic Co-operation and Development (OECD), Mr. Anderson Shum Ho-cheung, Vice-President (Research) of City University of Hong Kong, Mr. Yi Zeng, Dean of Beijing Institute of AI Safety and Governance (Beijing-AISI) and Member of the United Nations High-Level Advisory Body on AI, Ms. Zhang Linghan, Professor, China University of Political Science and Law and other delegation were present.

Participants engaged in an in-depth discussion on the opportunities and challenges of AI and other emerging technologies, as well as how to improve global science and technology governance. It is widely believed that while science and technology innovations promote developments of the society, it also brings new global governance challenges such as digital gap, privacy protection and bioethics, which needs reform international governance. Mr. Danilo Türk, Mme. Carme Artigas, and other panelists stated that as the leading example of international organizations, the United Nations (UN) is the best platform to strengthen global science and technology governance. Meanwhile, one certain international organization cannot be expected to solve all problems, but the cooperative network that gathers different platforms should be established with the UN at the core. Mr. Anek Laothamatas and other panelists suggested surpassing geographical barriers and prioritizing the development of regional cooperation.

Participants believed that science and technology innovations should not focus on commercial interests only, but also pay attention to ethics, morals and respect the diversity of civilizations. Mr. Anek Laothamatas, Mr. Yi Zeng, Ms. Zhang Linghan and other panelists pointed out that it is necessary to strengthen ethics audit of science and technology innovations for justice and transparency, promote the construction of laws and regulations, improve science and technology governance and plug loopholes.

Participants agreed that cooperations should be promoted, goals should be established and supporting work should be done well to gather international synergy. Mr. Tamas Hajba emphasized the forward-looking and expectations of science and technology governance should be improved, and the data collection and analysis platform need be established, to analyze the pros and cons scientifically with flexible response. Mr. Anderson Shum Ho-cheung stated that all interested parties should be gathered at the initial stage to jointly participate in the science and technology governance.

Participants called for the improvement of new technology in education, group training for youth, and bridging the digital gap between countries and regions. Incentive mechanism should be improved to guide science and technology innovations to at the service of population aging, climate change and other SDGs. We ought to follow the task orientation, achieve practical endeavors as soon as possible and avoid indulging in empty talk.

This session conveyed the consensus that global science and technology governance is standing at a critical point. Only can the development of science and technology be transformed into a driving force for global common development by consolidating multilateral cooperation with the UN at the core, balancing innovation and risk with taking ethics as the bottom line and bridging the digital gap with youth and education as the pivot.
