It is essential to accelerate the forging of a new development paradigm, implement more proactive and impactful macro policies, and expand domestic demand, according to the arrangements for China's economic work next year at the Central Economic Work Conference recently held in Beijing. Cai Tongjuan, Director of the Macro Research Department and Research Fellow of the Chongyang Institute for Financial Studies (RDCY), said in an interview with China Youth Daily that China's policies will not only be able to address immediate economic challenges, but also lay a more solid foundation for future development.

Cai said that against the backdrop of a variety of factors at home and abroad, the signal to "implement more proactive and impactful macro policies" means that China will strengthen the support of fiscal and monetary policies, promote domestic demand, innovation and high-quality development, enhance economic resilience, push forward structural reforms, and mitigate the negative impact of external uncertainties on the economy. In addition, policies will be more precise and targeted to ensure efficient resource allocation and long-term sustainable economic growth. Through these policies, China will not only be able to address immediate economic challenges, but also lay a more solid foundation for future development.

Cai proposed several directions for policy focus. First of all, focusing on domestic demand pull and innovation drive. At present, external demand uncertainty has increased, making the contribution of foreign trade to economic growth challenging. To promote stable economic growth, China will focus more on domestic demand pull, especially in consumption, investment and services. Through policies to boost consumption, improve the consumer credit environment and widen the consumption gap between urban and rural areas, China is likely to take a series of measures to stimulate domestic demand. To achieve high-quality development, innovation will be the key driver of policy. The government is likely to increase support for high-tech, the digital economy, artificial intelligence, green technology and other areas to promote industrial upgrading and technological innovation, thereby injecting new impetus into economic growth. This is not only necessary for economic transformation and upgrading, but also a strategic choice to enhance global competitiveness.

Next, enhancing economic resilience and long-term sustainability. In the current complex domestic and international environment, China's economic growth is no longer based on the traditional "quantitative expansion", but rather on a "green and sustainable" development model that pays more attention to efficiency and quality. Policies would therefore focus more on promoting the construction of an ecological civilization, improving the efficiency of resource allocation and promoting green and low-carbon development. To meet the challenges of long-term economic growth, implementing more proactive and impactful macro policies will also mean accelerating structural reforms. For example, deepening the reform of state-owned enterprises, improving the financial system, optimizing the layout of industrial chains, and promoting the development of the private sector will further promote the optimization of economic structure and sustainable growth.

Cai further noted that strengthening support for people's livelihoods is also important. The proactive and impactful macro policies will also focus on safeguarding livelihoods, especially in the areas of employment, social security, education and health care, to ensure social stability and people's well-being through increased fiscal input and social security. This is not only part of economic policy, but also the basis for maintaining long-term social stability and creating a favourable social environment for China's sustainable economic growth.
