首先，作者根据上文得到指标的相对权重，根据模糊评价原理，通过定义指标集、定义评语集、定义权重集和定义合成算子等得到完整的评价指标体系。

Firstly, the author obtained the relative weights of the indicators based on the previous text, and according to the principle of fuzzy evaluation, obtained a complete evaluation indicator system by defining indicator sets, comment sets, weight sets, and synthesis operators.
