Guangdong has officially entered the "Two Sessions" period. Deputies to Guangdong ProvincialPeople's Congress and Members of Guangdong Provincial Committee of the Chinese People's Political Consultative Conference are focusing on multiple topics such as the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the primary task of high-quality development and livelihood improvement, as well as cultural protection, inheritance and innovation. They have carefully prepared numerous suggestions and proposals, bringing public opinion and wisdom to the Two Sessions.
The development of the GBA is a key focus for deputies and Members.
Chen Wubing, a deputy to Guangdong Provincial People's Congress and the Party Committee Secretary and Chairman of Zhongshan City Construction Group Co., Ltd., is paying attention to the topic of creating a "GBA on Rails." In 2024, Chen Wubing proposed the inclusion of the Shenzhen-Guangzhou Nansha and -Zhongshan rail transit in relevant plans, which received responses and promotion from the Guangdong Provincial Development and Reform Commission and other government departments during his performance of duties. He continues to "closely monitor" the Nansha-Zhongshan Intercity Railway.
Lin Zhiying, a Guangdong Member of CPPCC and the supply chain director of Sinopec (Hong Kong) Limited, brought forward several proposals related to the GBA, such as suggesting the establishment of a GBA Health Big Data Center to promote the cross-border flow of medical information among Guangdong, Hong Kong and Macao, and recommending increased efforts to promote the basic construction of the low-altitude economy in the GBA.
The Guangdong Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK) made a proposal on deepening the high-quality coordinated development of industrial parks in the Guangdong-Hong Kong-Macao Greater Bay Area, suggesting that GBA's capacity of gathering innovation should be continuously enhanced, and the innovation system should be optimized. The proposal suggests establishing a GBA Science and Technology Innovation Community, a quarterly consultation mechanism, and coordination groups for joint research, resource sharing, technology transfer, and international cooperation. The proposal also suggests strengthening the construction of service platforms and optimizing the business environment.
Focusing on the primary task of high-quality development, deputies and committee members contribute wisdom and strength to the continuous prosperity of Guangdong's economy.
Yao Zhiqiang, a deputy to Guandgong Provincial People's Congress and the general manager of Guangdong CloudWalk Technology Co., Ltd., is focusing on the topic of the application of large artificial intelligence models. He suggests "providing more open scenarios for the practical application of large models and offering more support for their application implementation."
The Guangdong Provincial Committee of the Jiusan Society recommends actively carrying out core AI technology research and development, creating a tiered platform system, and supporting enterprises in building full-chain empowerment capabilities. It also suggests exploring new application scenarios around future new tracks to boost the AI industry development.
"The cultivation of foreign-related legal talents is a key aspect of foreign-related legal work, but there is a problem of long cross-period in the cultivation of such talents," said Liu Tao, a deputy to Guangdong Provincial People's Congress and the vice president of the Guangdong Lawyers Association. He suggested further strengthening the introduction of foreign-related legal talents to provide talent support for high-level opening-up to the outside world.
Many deputies and committee members bring issues of public concern such as education and rural development to the sessions, dedicated to enhancing the welfare of the people.
Since 2022, vocational and higher vocational schools in Guangzhou have been moving into the Guangzhou Science and Technology Education City (hereinafter referred to as "Education City"), with the current total number of teachers and students approaching 100,000. Ha Yingfei, a deputy to Guangdong provincial People's Congress and a professor at the School of Humanities, Guangzhou University, suggested further improving the supporting facilities of Education City in terms of the institutional guarantee system, public service facilities, and shared platform construction.
Zhi Sihua, a deputy to Guangdong Provincial People's Congress and the director of the Executive Council of the Zhaoqing Supply and Marketing Cooperative, suggested building a rural operation platform to promote the integration of urban and rural development, thereby increasing collective village income, attracting more new farmers to return to their hometowns to start businesses, and assisting in the modernization of agriculture. Bi Yalin, a Guangdong provincial committee member and the vice president of the Guangdong Lawyers Association, believes that the experience of Guizhou's "Village Super League" can be an example to attract crowds and promote county-level economic development by creating cultural and sports characteristic IPs.
Several deputies from the cultural industry brought their thoughts on the protection of historical culture and the inheritance and innovation of culture to the sessions.
Luo Li, the deputy director of the Legal Affairs Committee of the Provincial People's Congress and the deputy director of the Guangzhou Literature and Art Creation Research Institute, noticed that in recent years, netizens have shown great interest in local operas. "However, netizens mostly focus on some 'top' works and actors. In fact, many grassroots troupes still face problems such as a shortage of practitioners and insufficient policy and support," Luo said. "It is suggested to quickly formulate and introduce the Regulations on the Protection and Inheritance of Yueju Opera in Guangdong Province, to fully support the inheritance, development, and innovation of Yueju Opera."
In the context of the orderly progress of the fourth national cultural relics census, Ling Jian, a deputy to Guangdong Provincial People's Congress and the director of the Foshan Zumiao Museum, brought forward a proposal on accelerating the construction of the Guangdong provincial cultural relics archaeological specimen museum. He stated that the existing technical business premises and cultural relics specimen exhibition halls of the Guangdong Provincial Institute of Cultural Relics and Archaeology are temporarily unable to fully meet the basic needs of specimen storage, sorting, and restoration work. It is suggested to optimize the construction of the provincial cultural relics and archaeological specimen warehouse, striving to build a high-level cultural relics archaeological specimen site within the national or regional scope.

广东正式进入两会时间。代表委员们聚焦粤港澳大湾区建设、高质量发展首要任务、民生保障和改善、文化保护传承创新等多个方面，精心准备了许多建议、提案，为广东两会带来民意与智慧。
粤港澳大湾区建设是代表委员关注的重点。
省人大代表、中山城市建设集团有限公司党委书记、董事长陈武兵关注打造“轨道上的大湾区”的话题。2024年，陈武兵提出了将深圳到广州南沙、中山的轨道交通纳入相关规划的建议，在履职过程中得到了省发展改革委等部门的答复和推动。对深南中城际铁路，他“持续关注”。
省政协委员、中石化（香港）有限公司供应链总监林至颖带来了多份关于粤港澳大湾区的提案：建议建立大湾区健康大数据信息中心，促进三地医疗信息跨境流通；建议加大力度推动大湾区低空经济基础建设。

聚焦高质量发展首要任务，代表委员为广东经济持续繁荣贡献智慧力量。
省人大代表、云从科技广东公司总经理姚志强今年关注人工智能大模型落地应用的话题，“建议提供更多开放场景供大模型应用实践，并给予更多针对应用落地的支持。”
九三学社广东省委员会建议积极开展AI核心技术攻关，打造梯次平台体系，支持企业构建全链条赋能能力；建议围绕未来新赛道探索场景新应用，助推AI产业发展。
“涉外法治人才的培养是涉外法治工作的重点，然而涉外法治人才的培养存在跨周期长的问题。”省人大代表、省律师协会副会长刘涛就此建议，进一步加强涉外法治人才引进工作，为高水平对外开放提供人才支撑。
不少代表委员将百姓关心的教育、乡村发展等问题带到两会，致力增进民生福祉。
自2022年起，广州中职、高职学校陆续迁入广州科技教育城（以下简称“科教城”），目前师生总人数接近10万。省人大代表、广州大学人文学院教授哈迎飞建议在制度保障体系、公共服务设施、共享平台建设等方面进一步完善科教城配套。
省人大代表、肇庆市供销合作联社理事会主任植思华建议构建促进城乡融合发展的乡村运营平台，以此增加村集体收入，吸引更多新农人返乡创业，助力农业现代化进程。省政协常委、省律师协会副会长毕亚林认为，可借鉴贵州“村超”经验，通过打造文化、体育特色IP吸引人流，推动县域经济发展。
多位来自文化行业的代表带着对历史文化保护、文化传承创新的思考上会。
省人大法制委员会副主任委员、广州文学艺术创作研究院副院长罗丽留意到，近年来网友对于地方戏曲的关注度非常高。“但是网友们大多关注的是一些‘头部’作品和演员。实际上，不少基层院团仍然面临从业人员紧缺、政策与保障力度不足等问题。”罗丽说，“建议尽快制定并出台广东省粤剧保护传承条例，全方位支持粤剧的传承发展与创新。”
在第四次全国文物普查工作正有序开展的背景下，省人大代表、佛山市祖庙博物馆馆长凌建带着《关于加快推进广东省文物考古标本馆建设的建议》上会。他表示，广东省文物考古研究院现有技术业务用房和文物标本展厅暂无法充分满足标本保管、整理、修复等工作的基本需求，建议优化省文物考古标本库房建设，力争建成全国或区域范围内的高水准文物考古标本场所。
