On February 7, China’s Ministry of Education issued a revised version of the Regulations on the Management of Student Registration for Primary and Secondary Schools (hereinafter referred to as the Regulations), which refines the procedures for handling the student registration of overseas students, including those from Hong Kong, Macao, Taiwan, and foreign nationals.

2月7日，中国教育部发布了《中小学生学籍管理办法》的修订版（以下简称《办法》），完善了包括来自香港、澳门、台湾地区以及外国国籍学生在内的海外学生的学籍注册程序。

The Regulations define key terms such as student registration, registration information, registration management, and registration records. Student registration serves as an official identifier for students enrolled in legally established schools. Registration management involves recording, verifying, and processing students' admission qualifications, academic progress, and graduation status in accordance with relevant regulations. Digital management is the primary method for registration management, though traditional media may be used under special circumstances.

《办法》明确了学籍注册、注册信息、注册管理、注册记录等关键术语的定义。学籍注册是学生在依法设立学校就读的官方标识。注册管理涉及按照相关规定记录、核实和处理学生的入学资格、学业进展和毕业状态。学籍管理以数字化管理为主要方式，但在特殊情况下也可以使用传统媒介。

According to the Regulations, overseas students who qualify for local enrollment, as well as foreign children of Chinese residents, must present valid identification documents to the admitting school for information registration, enrollment, and student registration. For students enrolled in Sino-foreign cooperative education programs at the high school level, registration must be confirmed by the municipal-level education authorities, while provincial-level education departments are responsible for supervising registration management. In special cases, schools or county-level education authorities must report to the municipal education authorities for processing.

根据《办法》，符合当地入学条件的海外学生以及中国居民的外籍子女，必须向录取学校出示有效的身份证明文件，用于信息登记、入学和学籍注册。对于在高中阶段就读中外合作办学项目的学生，学籍注册需由市级教育主管部门确认，省级教育部门负责监督学籍管理工作。在特殊情况下，学校或县级教育主管部门必须向市级教育主管部门报告并进行处理。

The Regulations also stipulate that students who choose to study abroad must complete the necessary procedures at their school with valid documentation. The school will then transfer the student's registration records to the higher-level registration management authority. If the student returns to China and continues their basic education, they must present their academic records to be placed in the appropriate grade level. Specific admission policies for returning students will be formulated by provincial education authorities. Schools are required to update registration records accordingly and mark students’ overseas study experiences in their registration information.

《办法》还规定，选择出国学习的学生必须在学校办理相关手续，并提供有效文件。学校随后将学生的学籍记录移交给上一级学籍管理机构。如果学生回国后继续接受基础教育，他们必须出示学业记录以便安排到合适的年级。具体针对回国学生的入学政策将由省级教育主管部门制定。学校需相应更新学籍记录，并在学籍信息中标注学生海外学习的经历。

Additionally, the Regulations specify that Chinese schools abroad and mainland curriculum schools in Hong Kong and Macao will register student enrollment separately under the national registration system, with specific management rules to be issued separately.

此外，《办法》还明确，海外的中国学校以及香港和澳门的内地课程学校将在国家学籍系统下单独注册学生入学情况，具体管理办法将另行发布。

The Regulations address common issues in registration management, requiring schools to verify student registration at least once per semester to ensure consistency between student records and actual attendance, complete all necessary registration changes, and maintain accurate student information. Schools must promptly and strictly handle cases of students being registered without actually attending (ghost registrations) or discrepancies between student records and enrollment status.

《办法》针对学籍管理中的常见问题作出规定，要求学校每学期至少核查一次学生学籍，确保学生记录与实际出勤一致，完成所有必要的学籍变更，并保持准确的学生信息。学校必须及时、严格处理学生“人籍分离”（即学生未实际就读却注册学籍）或学生记录与入学状态不一致的情况。
