Lack of capacity of least developed, middle income and emerging markets in terms of human and technical capacity alongside financial capacity are the main reasons for the SDG goals being off-track. This includes weak project management capacity often overlooked in terms of the ability and dexterity of governments to deliver upon commitments in a timely and efficient manner. Lack of funding, both public and private is a major impediment in some markets with private sector investment also being impeded by onerous bureaucracy and poor business environments. Lack of political will and frequent changes of government creating erratic leadership and discontinuation of priorities, can also be an issue.

In terms of goals related to clean energy transition circular economy, water and food, lack of funding for origination and project preparation are a major impediment. When projects are bankable there is a strong supply of finance but early stage risk capital or grant funding is required to get them to bankability. There is also a need to transfer technology especially where there can be large jumps in productivity and efficiency. In these cases innovative funding instruments such as green and thematic bonds can be a major benefit to countries. GGGI provides first in market support to green bond issuances including for protection of conversation areas and forests (Amazon bond), for clean energy and energy efficiency, for e-mobility and climate smart agriculture. GGGI has also developed an innovative financing mechanism to drive private sector funding towards implementation of the NDCs, amongst other focus on scaled responses and finance mobilization to the SDGs.
