In recent years, AI regulation issues have been on the agenda. Artificial intelligence and the limits of its development are still an underresearched area. When implementing AI technologies in various processes, countries around the world need to first weigh all potential risks. Malicious use of AI can create a full-fledged threat to both national and global security.

Currently, the largest actors in global politics are working hard to create effective mechanisms for controlling the development of artificial intelligence. Such efforts include:

Developing a fair mechanism for managing AI systems. First of all, the world community should not allow any one power to dominate the development of AI systems. The US attempts to hinder the ambitious Chinese platform DeepSeek demonstrated the intentions of one country to maintain hegemony by any means, but this is not in the interests of other states. Responsible AI governance should be equally distributed among all participants in global governance.

Unification and dissemination of the Code of Ethics in the field of AI. Developers must be fully aware of the responsibility for the consequences of AI development. It is necessary to take into account the ever-increasing autonomy of artificial intelligence systems, as well as the need to develop standardized mechanisms to prevent unforeseen consequences from ill-considered system actions. Such mechanisms may include, for example, interrupting or instantly shutting down AI systems. Shutdown algorithms should only be launched in the event of real threats to human life and health.

Increasing the number of signatories to the Global Digital Compact. It is necessary to intensify efforts to standardize control systems. Increasing the number of participants in the Global Digital Compact will lead to greater control over the AI system and will allow for the coordination of potential cross-border threats arising from the use of AI. Both states that are the main developers of AI and countries that use these systems should participate in the Global Digital Compact, since risks may arise from both parties.

Finding ways to control the information space when using AI systems. Countries around the world need to carefully consider mechanisms to limit their country's information field from negative information impact through AI systems. The development of artificial intelligence can contribute to the growth of "hybrid" threats. Work to prevent "information wars" should also include control over artificial intelligence systems.

The need to adapt legislation to the use of AI. The legislative systems of countries around the world must take into account the need to adopt laws related to privacy and data protection, intellectual property, as well as liability for the actions of AI. It is necessary to adapt local legislation to the possible emergence of crimes arising from the malicious use of AI.

Work to provide equal access to AI systems. A fair system for the use of AI should provide all countries of the world with equal access to artificial intelligence technologies. Any restrictions on its use by developer countries are unacceptable.

We live in a world of the future, in which artificial intelligence systems provide truly limitless possibilities. However, their power and hidden potential lead to the need to form a transparent regulatory system at the global level. The world's states must avoid "dividing lines" and act together. Equal access, security, and concern for preventing unpredictable consequences of AI use must become the basic principles of further development of artificial intelligence on a global scale.
