Shanghai’s Baoshan district has reported that its green and low-carbon industry reached a total output of 100.37 billion yuan (US$13.8 billion) in 2024, marking the first time the sector has exceeded the 100-billion-yuan threshold.

The district’s green economy spans six major segments: manufacturing, energy, services, construction, transportation, and the circular economy. Green manufacturing contributed nearly half of the total, at 48.27 billion yuan, while green energy, green services, and the circular economy each surpassed the 10-billion-yuan mark. The green construction and transportation sectors also recorded steady progress.

Local authorities have built a comprehensive support system to foster growth across the sector. This includes dedicated industrial parks and service platforms, targeted policy support, technical backing from academic institutions, and capital investment through district-level green funds. Partnerships with national industry associations and research bodies have also helped bridge policy, technology, and market gaps. Meanwhile, a range of forums and alliances have been launched to encourage collaboration and raise the profile of Baoshan’s low-carbon agenda.

In April, the CN100 Green Supply Chain Alliance launched a national initiative in Baoshan, bringing together 35 leading companies across key industries such as steel, aviation, logistics, construction, and energy. Founding members include Baowu Group, CRRC, Comac, COSCO, and BASF. The alliance aims to foster cross-sector cooperation and promote the development of an integrated green industrial matrix.

Baoshan is now working with CN100 to move from resource aggregation to deeper strategic alignment. The district will become the permanent host of CN100’s annual member conference, product launches, training events and other core activities. It is positioning itself as the preferred site for first releases of new green technologies, products, standards, and research findings developed by alliance members.

By tapping into the supply chain resources of anchor enterprises, Baoshan is building a matchmaking platform to improve coordination between upstream and downstream players. The initiative is designed to promote full-chain collaboration and accelerate the formation of a cohesive low-carbon industrial cluster—offering what local officials describe as a model for green supply chain transformation nationwide.
