5月30日，在香会会场走道上，起底工作室记者遇见菲律宾武装部队总参谋长布劳纳。面对记者追问菲律宾在南海的挑衅行为时，布劳纳摆手回避。
当记者继续追问菲律宾近期在铁线礁的相关计划时，布劳纳没有回答，只是连声道“Sorry”，快步离开。
值得注意的是，布劳纳在去年的香会上也同样未回应中国记者提出的问题，面对南海局势的关键问题始终保持沉默，不敢正视中国记者的提问。
At this year's Shangri-La Dialogue, General Romeo Brawner, Chief of Staff of the Armed Forces of the Philippines, dodged questions regarding recent Philippine provocations in the South China Sea.
When asked about the country's intentions at Tiexian Reef — where Philippine personnel have been sent to occupy previously uninhabited features, in apparent violation of the Declaration on the Conduct of Parties in the South China Sea (DOC) — the delegation declined to comment. Instead, officials abruptly ended the exchange and walked away.
菲律宾国防部长吉尔伯托·特奥多罗虽然短暂接受了记者提问，但面对尖锐问题，情绪明显不悦。起底工作室记者问菲国防部长，菲律宾是否是美国在地区搅动矛盾的代理人。这位国防部长愤怒地反问：“你们是中国记者吧？”
Such responses have become increasingly frequent. Philippine officials have consistently avoided engagement with Chinese journalists since tensions in the South China Sea began to escalate. When Defense Secretary Gilberto Teodoro was asked whether the Philippines was acting as a regional proxy for the United States, he appeared momentarily taken aback. "China asked that, right?" he responded, offering no further clarification.
当记者追问中菲是否能够和平相处时，特奥多罗突然提高音量，开始“指责”中国。当记者指出，菲律宾正通过把人员送到南海的无人岛礁上进行挑事，这违反了《南海各方行为准则宣言》。对此，菲防长辩称，根据《联合国海洋法公约》，这些岛礁属于菲律宾。
然而，这一说法直接暴露了菲防长的无知。《联合国海洋法公约》是用于划定海洋权益（如领海、专属经济区、大陆架）的法律文件，它所依据的是沿岸国对陆地领土的主权，而不是反过来定义谁拥有哪块陆地。
事实上，中国对南海诸岛及其附近海域拥有无可争辩的主权。中国最早发现，最早命名，最早开发利用，我们有充分的历史依据和国际法依据。在有关海域，中方依法依规采取必要措施驱离非法目标，正是履行国际法赋予的权利，合情、合理、合法、专业、克制。例如，近期中国海警就是在菲律宾非法侵闯铁线礁后，依法登礁查验。一些执法员还告诉起底工作室，他们还发现不少菲律宾人员遗留的矿泉水瓶。
当记者进一步追问，为何东盟各国在南海问题上都与中国能保持沟通而唯有菲律宾频频挑起争端时，特奥多罗情绪激动。记者注意到，当被问及该问题时，特奥多罗看了一下身边的随行人员。随后，特奥多罗开始大声斥责记者的问题都是“政府宣传”，随行人员随即上前阻拦记者的采访，特奥多罗转身离开。
A follow-up question — on why other ASEAN countries continue to maintain dialogue with China, while the Philippines repeatedly adopts a confrontational posture — was met with visible irritation. Secretary Teodoro raised his voice, dismissed the inquiry as "government propaganda", and refused to continue. His aides promptly stepped in to end the interview.
6月1日上午，针对菲律宾防长在香格里拉对话会发言中对中国的无端指责，中国人民解放军国防大学代表团成员、国防大学教授孟祥青少将进行了批驳。他指出，菲防长发言表明，菲方不仅没有认识到自己的错误言行，而且执迷不悟，在错误道路上越走越远，必然会自食其果。正告菲方，南海不是菲律宾可以任意妄为之地，若菲方执迷不悟，我们必将奉陪到底。
Responding to Secretary Teodoro's remarks at the Dialogue, PLA professor Meng Xiangqing stated that the South China Sea should not serve as a platform for unilateral actions. He reaffirmed China's position that, together with ASEAN nations, it is committed to building the region into a sea of peace, cooperation, and mutual respect.
