2025年开渔以来，中国沿海商渔船碰撞风险较为突出。为切实做好商渔船碰撞事故险情预防，全力保障船舶航行安全，现就有关事项提醒如下：
Since the opening of the 2025 fishing season, there has been an increase in collisions and near-miss incidents between merchant and fishing vessels in China's coastal waters. Risks have become more prominent. To prevent incidents and ensure navigation safety, the following advisories are issued:
一、加强商渔船防碰撞培训。请通过船舶代理等渠道，广泛收集目的港商渔船碰撞高风险警示区、渔船航行作业特点等事故预防信息，督促全体船员加强《中国沿海防范商渔船碰撞事故指引》《防范商渔船碰撞安全须知》等事故预防资料学习，确保船员全面掌握中国沿海商渔船碰撞高风险区域，及防范商渔船碰撞良好做法。
1. Enhance Collision Prevention Training for Merchant and Fishing Vessels. Through channels such as ship agents, extensively gather accident prevention information inclusing high-risk warning areas for collisions between commercial and fishing vessels, and operational characteristics of fishing vessels. Urge all crew members to study relevant documents such as "Guidelines for the Prevention of Collision Between Merchant Vessels and Fishing Vessels in China's Coastal Waters" and “Safety Notice for Preventing Collisions between Commercial and Fishing Vessels”. Crew members must fully understand these high-risk areas and best practices for preventing collisions between merchant and fishing vessels.
二、科学制定航行计划。当前正值台风、强对流等恶劣天气多发季节，渔船受恶劣气象等影响集中进出港频次较高，请督促所属船舶结合各海事管理机构发布的安全信息，加强本航次安全风险研判，科学制定航行计划和防碰撞措施，尽可能使用中国沿海推荐航路、公共航路航行，注意避开渔船集中进出港交通流。
2. Develop Scientific Navigational Plans. Given the current season of frequent typhoons and strong convective storms, fishing vessels tend to frequently enter and leave ports in large numbers due to adverse weather conditions. Please urge vessels to strengthen their safety risk assessment for each voyage, based on the safety information released by China MSA. Develop scientific navigational plans and collision prevention measures, and use recommended routes and main public routes in China whenever possible. Avoid traffic flows where fishing vessels are concentrated during port entry and exit.
三、开展船舶关键设备安全检查。请督促所属船舶对“四机一炉”、雷达、电子海图、船舶自动识别系统、航行数据记录仪、甚高频无线电话，以及航行灯、白昼信号灯和其他声响信号设备进行检查和测试，确保工作状况良好、即时可用。
3. Conduct Safety Inspections of Critical Equipment Onboard. Please urge all vessels to inspect and test the following systems and devices: main engine, auxiliary engine, steering gear, windlass, boiler, radar, electronic chart, AIS, VDR, VHF, as well as navigation lights, daytime signal lights, and other sound signal equipment. Ensure all systems are in good working order and readily available for immediate use.
四、严格落实值班值守要求。请督促所属船舶进入渔船密集区域航行时，至少保持两人值班瞭望，并将自动舵调整为手操舵，若当时环境许可，尽可能保持1海里以上距离通过，并保持戒备。航行过程中如遇VHF呼叫不通、动态不明的渔船，要及早采取避让措施，做到“早、大、宽、清”。对于新任船长或首次到中国沿海的船长，要结合中国沿海渔船特点，做好针对性安全提醒。
4. Strictly Enforce Watchkeeping Requirements. Please urge vessels to switch autopilot to manual steering when navigating in areas with dense fishing boats, maintain a proper lookout with at least two persons on watch. Whenever condition permits, try to maintain a distance of at least 1 nautical mile and remain alert. During navigation, vessels encountering fishing vessels that are unresponsive on VHF calls or have unclear movements must take proactive avoiding actions, following the principle of "early, substantial, wide, and clear." For newly appointed masters or those navigating China's coastal waters for the first time, special safety advisories must be provided with consideration of the specific characteristics of fishing vessels in these areas.
五、加强应急培训和演练。请组织所属船舶做好人员落水、弃船逃生等设施设备的维护保养和操作训练，切实提升船员紧急情况下自救、互救能力。如遇海上突发事件，在确保自身安全的前提下，要积极开展救助行动，并及时向当地海上搜救中心报告。
5. Enhance Emergency Training and Drills. Please organize vessels to conduct maintenance and operation training of facilities and equipment for man overboard and vessel abandon procedures, thereby effectively enhance the crew's self-rescue and mutual-rescue capabilities in emergencies. In the event of an emergency at sea, vessels must, while ensuring their own safety, actively engage in rescue operations and report to the local Maritime Rescue Coordination Center promptly.
