On the main roads of the zone, freight trucks have begun to shuttle back and forth, their compartments filled with raw materials to be processed and products to be shipped to all parts of the country. Inside the workshop of Zhejiang Changkun Synthetic New Materials Co., Ltd., robotic arms are grabbing raw materials with millimeter-level precision; conveyor belts operate at a steady speed, transporting semi-finished products to the next production process. The soft hum of running machines weaves together a prelude to development. At the construction site of the Card Tour Animation Derivatives Production Base project, tower cranes swing their long arms to hoist building materials, while workers in safety helmets operate in an orderly manner. The outline of the project is taking shape amid the steel and concrete. In this vast development zone, from the efficient production of mature enterprises to the intense construction of new projects, vibrant vitality surges everywhere.
What underpins the efficient operation of all this is a stable and reliable power supply. Since the beginning of this year, State Grid Jinhua Power Supply Company has actively collaborated with the Administrative Committee of Yiwu Economic and Technological Development Zone, focusing on enterprises’ electricity needs. It has made efforts in such links as power connection, infrastructure transformer installation, and power supply scheme optimization, promoted the reform of power factors, reduced costs and increased efficiency for enterprises, and boosted regional economic development.
In the power connection link, State Grid Jinhua Power Supply Company, in cooperation with the Economic and Technological Development Zone, broke the convention of “one power line managed by two implementation entities” and extended power services from outside the enterprise walls to the distribution cabinet, realizing “power connection to the cabinet”. After Zhejiang Changkun Synthetic New Materials Co., Ltd. submitted an application for power connection in April this year, it not only saved more than 100,000 yuan in costs by virtue of this model but also significantly shortened the power connection time. Since the implementation of the reform of “extending an extra ‘meter of line’ for enterprises’ power connection”, enterprises such as Zhejiang Changkun and Shoushang Technology have benefited. Each enterprise has saved an average of more than 100,000 yuan in construction funds, accelerating the project’s commissioning and effect realization.
In response to the differentiated electricity needs of enterprises, State Grid Jinhua Power Supply Company, together with the Economic and Technological Development Zone, established a joint research mechanism for enterprise power supply and provided customized schemes. The Card Tour Animation Derivatives Production Base, with a total investment of 1 billion yuan, originally planned to connect to a dedicated power line. After on-site investigations by the power supply company and the development zone, and considering the enterprise’s electricity needs during the production capacity climbing period, the scheme was adjusted to “phased and segmented” power supply: first, connect to the public line nearby to meet the initial demand; after the enterprise achieves stable production, connect to the dedicated line of the newly built substation nearby. The newly built substation is closer to the enterprise, shortening the power line and helping the enterprise save an investment of about 5 million yuan. Up to now, 17 optimized power supply schemes have been jointly formulated for 11 projects.
In addition, to solve the problem of the long installation cycle of infrastructure transformers, State Grid Jinhua Power Supply Company, in collaboration with the Economic and Technological Development Zone, promoted reform, changing the process from “enterprises apply independently after obtaining land” to “the development zone applies for installation, and enterprises change the user name after entering the site”. This has advanced the power transmission time of infrastructure transformers by at least 60 days, realizing “power on upon land acquisition”. At the same time, a transformer leasing model has been introduced, so enterprises do not need to purchase transformers by themselves, and each transformer can save 50,000 yuan in installation costs. It is expected that more than 10 enterprises, including Sunwoda, will adopt this model for about 25 infrastructure transformers this year, helping enterprises save a total of more than 1.2 million yuan in costs throughout the year.
